China is the world’s second largest economy and largest trading nation, growing three times faster than the OECD as a whole.  As China seeks to play a more significant role globally, and as the UK embarks on its new journey outside the European Union, the UK has a real opportunity to cement its trading future in a way that brings prosperity to both countries alike.

The foundations are strong: China is now the UK’s fifth largest trading partner overall, second largest import partner, and the UK is home to more Chinese investment that any other European country. This portfolio of activities is directly aligned with, and supportive of, the China Prosperity Fund programme and been designed to maximise the commercial opportunities for UK companies. 

 

Working in partnership with the programme manager, policy leads, and project implementing partners, the successful applicants will take on day to day responsibility for delivering a portfolio of non-ODA projects as part of the UK Government’s Prosperity Fund programme in China. We are looking for candidates with the project management skills and enthusiasm to support successful project delivery across the UK Government’s China Network. 

Experience of project management, including budget management skills, is essential for this role.


This position is advertised on a fixed-term basis until 31 March 2018.

 


What will the jobholder be expected to achieve?

— Delivery of project on time, within budget, and with successful outcomes:

  • Manage on a daily basis a variety of deliverables through the project cycle.
  • Work to the Central Programme Team’s programme manager(s) to monitor and evaluate projects, including ongoing financial and contractual management and monitoring of risks and significant outcomes. Take responsibility for co-ordinating and delivering project evaluations, assessing progress against project deliverables and policy impact.
  • Summarise and report achievements and potential gaps within the project portfolio.
  • Analyse market information in consultation with senior managers to produce clear and accurate reports for China and UK use.

— Develop a portfolio of high impact projects:

  • Working with the Central Programme Team’s programme manager(s) and policy leads, assist with the development of bids which match the programme strategy and wider policy context.
  • Working with policy leads and external project implementers to develop new projects by identifying strategic opportunities to influence change and impact on regional policies.

— Development of external and internal relationships to support successful implementation of project portfolio: Form external relationships with Chinese and foreign project implementers and other partners, including government departments, research institutions, and consultants.

  • Project management experience, including: designing new projects; setting specific outputs, outcomes and indicators; developing activity-based budgets; monitoring and evaluating project expenditure; indentifying risks and project outcomes.
  • Strong inter-personal skills to engage with different teams and stakeholders; willing to lead on project implementation to ensure both policy influence as well as prosperity project guidance.
  • Excellent IT skills.
  • University degree in a relevant field.
  • Fluent in English and Chinese, both written and spoken.
  • Experience of working with external stakeholders, including government departments, academia, and commercial interests.
  • Projects this financial year are expected to be in Economics/ Trade Policy, Energy and Low Carbon, and Future Cities. Experience in one of these areas would be desirable.

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross salary (before all deductions) is CNY 17,670/ month for Chinese Nationals and an abated monthly salary of CNY 24,529/ month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
