The regional manager will lead a dynamic and partly remote team that covers a diverse portfolio for DHSC in Europe. For DHSC the team is responsible for overviewing and assisting how UK-insured people access healthcare in Europe. The job holder will be expected to forge strong and collaborative working relationships across both Departments, the FCDO Consular network in Europe, and with the Spanish, Gibraltarian, French, Cypriot and Portuguese social security administrations.
The job holder will be expected to successfully create and execute a business strategy in order to deliver on DHSC operational objectives. They will be responsible for developing and coordinating UK health and data sharing policy engagement with both foreign authorities and internal stakeholders. They will also manange the team’s overall coverage of casework, communications and policy engagement for both Departments. They will collaborate closely with other sections of the embassy, colleagues across FCDO Consular, policy and operational leads in the UK. They will be responsible for identifying and creating opportunities for the team to carry out their objectives. They will have the right contacts and relationships in place in order to faciliate that.
- Excellent verbal and written communication skills enabling effective communication with internal and external stakeholders in both English and Spanish (minimum C1 level);
- Solid experience of social security policy;
- Have detailed knowledge of all of the following: reciprocal healthcare, data-sharing; stakeholder engagement; healthcare systems in France, Spain, Cyprus and Portugal;
- Proven ability to manage remotely;
- Capable of forming professional relationships and build trust with a wide range of contacts;
- Must be a proven self-starter with the ability to work independently and proactively, and as a part of a team;
- Proven ability to work effectively across a multi-team structure to ensure a joined-up and holistic approach;
- Excellent interpersonal skills, demonstrating the ability to work collaboratively with and influence colleagues and stakeholders both in the UK and overseas;
- Attention to detail, strong judgment, problem-solving abilities and service delivery.
- Verbal and written communication skills in French ( C1 level desirable);
- Existing network of embassy and government contacts;
- Experience in communication strategies.
This is a full-time and permanent contract. Normal working hours are 37.5 per week.
The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of a probationary period.
The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy based on gross annual salary.
The Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of income tax at the legally required rate. Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.
Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Spain and be prepared to ensure that right remains throughout the scope of the contract.
