Main purpose of job:

We are advertising for an expert programme advisor to work on delivery of the new India-UK cyber joint partnership. The programme is new for FY 22/23, but builds on a foundation of strong recent UK cyber capacity-building in partnership with India. The new programme will work alongside other UK government cyber programmes, including those covering the wider Indo-Pacific region, and work with other like-minded cyber capacity-building countries and international organisations.

Based in either Bangalore, Chennai or Delhi, in this role you will work with implementers (programme management agent and implementing partners), government stakeholders, private sector and civil society, in India and the UK. You will advance the objectives of the programme in line with the April 2022 India-UK Cyber Statement and the UK’s National Cyber Strategy 2022

The programme is part of the UK Government Conflict, Stability and Security Fund (CSSF). For further details on the CSSF, please see the CSSF Annual Report 2020-2021. 

The job holder will be required to:

  1. Finalise programme set-up, focussing on research, analysis, stakeholder engagement (across private sector, civil society, and UK/Indo Pacific governments) and programme coordination. The job holder will work closely with the Programme lead based in Delhi, as well as colleagues in the UK, managing agents and implementing partners, to ensure the programme transitions from design to implementation as quickly as possible;
  2. Provide local management and oversight of programme objectives, and play a key role in the delivery of policy objectives through government and stakeholder engagement to promote cyber security in India. Work with implementing partners to ensure the programme delivers impact, monitoring project activity, identifying risks and and identifying links across programme activity, and mainstreaming gender and conflict sensitivity.

It will be a challenging and rewarding role with potential opportunities for internal and UK travel.   

Roles and responsibilities / what will the jobholder be expected to achieve?:

The programme adviser will be responsible for helping to finalise (following the initial scoping and inception phase) the set up the programme– working with a central team in London – and then providing local oversight of projects and leading on government and stakeholder engagement to promote cyber security across India. The role presents unique opportunities to advance the UK’s role in cyber security development in India at a time when these issues are of increasing importance to Ministers in both countries. 

 The main distribution of time is shown below:

50% - Programme Management

    • Oversee the cyber programme projects in India delivered by contracted management agents. This will require an ability to apply monitoring, evaluation, risk management, stakeholder engagement and project design skills.
    • The jobholder will build relationships with the programme management agents and their implementing partners and local supply chain to ensure delivery is monitored.  This will include pre-empting any risks and ensuring that projects are delivering their stated intentions, intervening with London-based leads where necessary, and robustly representing UK whole of Government interests with implementing partners. 
    • The jobholder will act as a focal point to support the organisation and delivery of key visits from the UK by government officials, and implementing partners where relevant. This will include supporting engagements with relevant private sector, civil society, and government partners, and with set-up, delivery and monitoring activities.
    • The jobholder will lead on internal and external communications on the programme in India, ensuring the UK government gains recognition for its work.
    • The jobholder will prepare and provide inputs to programme governance functions in the UK and India.
    • In this role, you will ensure the CSSF projects, programmes and portfolio are compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives  

45% - Policy delivery

  • Monitor the cyber security and internet governance regulatory environment in India. Use research to inform design and set-up of initial programme activities. Continual monitoring of these sectors will be required to spot and assess potential opportunities and risks.
  • Help to influence key decision-makers within relevant Indian authorities, and in civil society and private sector in support of the programme objectives in these areas. During the set-up of the programme this will involve building constructive relationships with key stakeholders to secure support for the programme. Following successful set-up, the jobholder will be involved in building and maintaining relationships that help to drive forward UK policy priorities in the cyber policy area in the Indo Pacific region, securing regulatory and policy shifts through diplomatic engagement and leveraging the programme and senior engagement to enhance progress.
    • Provide reporting on your analysis and meetings to government colleagues. Coordinate your work with others in the High Commission and relevant government departments in London. There will be a need to deliver a quality service while working with relevant teams in different locations.

    5% - Corporate

    All staff at post are expected to participate in wider High Commission activities which can include active work on various committees and other corporate roles, as well as play a role in crisis management activities on an ad-hoc basis.

        The jobholder will need a combination of cyber security subject knowledge (with an ability to use self-directed study to learn in the role), project management experience and the skills to work in a team and influence others.

        Team management and leadership experience, particularly across different geographies and with more senior stakeholders is preferred given the jobholder will be responsible for ensuring the work of the programme fits into the strategic direction of the UK’s policy and programme activities in India as a whole.

        • Advising on delivery of a £8.5m programme.

        Learning and development opportunities (and any specific training courses to be completed):

        • FCDO will provide an environment conducive to continuous L&D and professional development. 
        • Directors, Heads and Line Managers will build-in time for L&D as part of the day job for their teams and employees. As a minimum employees should expect to spend 5 days a year on L&D. This will include, but not be limited to:
        • CSSF Programme Manager course (in-person, location dependent on course dates offered);
        • FCDO International Academy courses (Cyber, Diplomatic, International Policy, etc).

        Essential on arrival:

        · Experience of the cyber regulatory and/or policy environment in India and/or individual Indian States and Union Territories.

        · Strong presentation and drafting skills in English with experience of using MS Office software

        · Proven ability to work independently and proactively, anticipating problems and taking appropriate action as required.

        Desirable:

        · Project management qualifications / experience with relevant experience in managing projects or programmes in bilateral /multilateral agencies, civil society, or government

        · Experience of working in or with government, particularly within cyber, digital and/or tech sectors

        · Experience of working within geographically disparate teams
