Main purpose of job:

The Programme Officer - Data, Evidence and Portfolio Assurance Group (DEPA) will help manage British High Commission’s (BHC) relationship with the Ministry of Economic Affairs Division (EAD) of Government of Pakistan. The job holder supports the programme teams in risk management, transparency returns, and programme delivery to ensure compliance with the Programme Operating Framework. The job holder also produces and keeps up to date the key information products on the portfolio e.g., 2-page programme briefs, provincial level briefs and specific briefings for the senior management. 


Roles and responsibilities / what will the jobholder be expected to achieve?

·       The post holder manages the relationship with the EAD, acting as the liaison point between Campaign Goals (CGs) and EAD, providing information to EAD and support to programme teams.  This includes ensuring timely approvals of new business by the Economics Affairs Division (EAD), tracking progress and proactively supporting teams to resolve issues. The post holder is also the secretariat for monthly meetings and drafts briefing for senior level meetings.

·       Engage with the implementing partners, across CGs and share regular information to achieve agreed objectives of the upcoming portfolio risk assurance programme including prioritising requests from teams to ensure services are efficiently used.

·       Support the Senior Responsible Owners (SROs) /Programme Responsible Owners (PROs) in designing and setting up new programme and closing the current ones.

·       Provide support to the teams across office to conduct Due Diligence Assessments (DDA) by sharing the latest guidance and best practices.

·       Design and maintain management information products e.g., programme 2 pagers, provincial briefs, and data on Centrally Managed Programmes (CMP).

·       Engage with teams for timely inputs for the monthly portfolio management report, addressing comments from teams. Lead on risk compliance, CMP data and Due Diligence Assessment information in the monthly BHC portfolio management report. This involves working on Aid Management Platform (AMP) and Power BI to extract relevant data for monthly management reports.

·       The postholder will work closely with the Programme Effectiveness Team Leader and Deputy Development Director which offers excellent opportunities to learn and build the skills required for upward movement.

·        A graduate degree level qualification but masters would be preferred.

·        At least 5 years of experience of managing programme / finances.

·        Good knowledge of programme management cycle.

·        Ability to write well, communicate effectively, familiarity with IT tools, ability to analyse data and produce reports.


Language requirements:

Language: English

Level of language required: fluent

·        Experience of working with government both at federal and sub-national level.

·        Good understanding of how government systems work, i.e., role of Economic Affairs Division.
