Main purpose of job:

To work closely with Post Management for the well-being of all staff at Post, with primary function as advocate for and provision of support to UK-based staff and families across the One HMG platform on family and community issues, principally in the areas of information gathering, welfare and communication.

Roles and responsibilities:

A skilled and dedicated CLO makes a real difference to welfare and morale at Post. Kinshasa is not an easy posting and CLO tasks focus on family issues, in particular those relating to orientation, advice, information, health and welfare. Helping staff and dependents settle in when they arrive is also a key task. Specific duties include:

  • Welcoming all UK-based staff and their families and ensuring a smooth integration into life at Post. This includes managing familiarisation visits and new arrivals and introducing staff and dependents to schools, hospitals, shops and other places of interest in Kinshasa.
  • Working with the Corporate Services Team to ensure housing readiness and that initial supplies are made available for newcomers or those on familiarisation.
  • Acting as the key point of contact for UK-based staff and dependents who wish to raise issues with corporate services providing information, referral and support where questions, problems and difficulties arise.
  • Providing pre-posting information to new arrivals, such as information on schools, health and recreational facilities.
  • Liaising between staff/corporate services/the Regional Medical Officer on medical facilities at Post and with FCO and DFID Health and Welfare teams.
  • Supporting staff and families when unwell and where assistance is requested in facilitating access to hospitals.
  • Liaising with HR teams to ensure UK Staff and families are included in the medical insurance list.
  • Acting as the welfare lead during emergency planning or during a crisis and playing a key role in any Post contingency and evacuation plans.
  • Providing limited support to dependents on local job searches and employment, including finding voluntary work that helps develop language and professional skills
  • Providing information to the community via the weekly newsletter, the quarterly “from the CLO” bulletin and by publicising community events .
  • Ensuring the Post Welcome Pack, Post Report, Good Health Guide are relevant and updated as necessary.
  • Developing networks of contacts with CLOs in other missions, expatriate organisations and in other British Embassies in the region, in order to exchange relevant information and best practice.
  • Completion of the DSFA Spouse and Partner Annual Employment Report and of the annual cost of living surveys
  • A CLO must be an excellent people person, be a good listener, a strong communicator and have good organisational skills.
  • Previous CLO experience or experience of expatriate Embassy life.
  • Fluent English language and with French also being an advantage
  • The CLO is often the recipient of confidential/sensitive information from Post management and from staff and families. For this reason they must have strong interpersonal skills to be discreet and observe complete confidentiality.
  • A good knowledge of Kinshasa, such as places to shop, eat out, socialise and meet new people and an enthusiasm for sharing them
  • Experience of working in a customer facing environment or with welfare issues.

This is a job-share for 8 hours per week with an existing CLO working 12 hours per week.  The full CLO role is part-time 20 hours per week and each CLO will be expected to provide cover for the other.

Part time 8 hrs per week, flexible working hours will be accommodated and the CLO will need to accept calls and manage issues outside of core hours.
