Main purpose of job:

Assist the Head of CSSF in overseeing delivery of CSSF funding in Pakistan through a x-HMG team of 25+ technical and programme experts. The job holder will be accountable for CSSF Pakistan’s financial management and will oversee delivery through a 2 member finance team. He/she also ensures compliance of the programme delivery to CSSF guidance through various tools.

Roles and Responsibilities

Lead compliance of programme delivery to CSSF programme guidance and promote best practice through CSSF project management team (30%)  

  • Support CSSF Programme Manager’s Forum
  • Contribute to programme team’s capacity building (through training programmes, guidance notes, one-one session etc)
  • Help drive delivery of CSSF Pakistan’s Annual Reviews in 2018

 

Lead strategic thinking for CSSF Pakistan’s financial management to drive process improvements at Post, in our engagement with JPH and other participating departments (20%) 

  • Lead communication on CSSF financial management by engaging with key stakeholders at Post on reporting requirements, compliance and ODA reporting through appropriate tools (such as workshops, guidance notes,  surgeries, revising the tools) 
  • Budget holder for the cross-cutting team including salaries (including platform costs, accommodation, medical and others across participating departments for UK and local staff), programme management costs (L&D), Research and M&E third party contracts
  • Oversee CSSF Pakistan’s value for money strategy and roll out 
  • Support interdepartmental discussions on the Supps Process

 

Improve CSSF Pakistan’ contribution to gender and human rights agenda (30%)

  • Working with the CSSF Governance Advisor, improve gender and HR expertise available CSSF programmes
  • Focal person to report to London on gender/HR developments and challenges within CSSF Pakistan

 

Deputise for Head of CSSF Programmes in Pakistan (20%)

  • Attend meetings on behalf of the Head in her absence
  • Deputise for initiatives in her absence (e.g. staffing review, operational/strategic boards etc) 

 

  • Bachelor’s Degree;
  • 6 years relevant team management / leadership experience;
  • 4 years relevant project management experience.
Five years relevant project management experience would be desirable
