Main Purpose of Job

The British Embassy in Luanda is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Corporate Services Officer (Finance and HR).

The main purpose of the job is to manage the Embassy’s Finance and Human Resources to ensure compliance with FCDO standards and policies. It calls for effective behavioural indicators across all key Civil Service core competencies for the Grade including excellent self-management, teamwork and communication skills

Main Duties and Responsibilities:


Finance, working closely with Global Transaction Processing Centre in Manila and Milton Keynes and Regional Finance Hub Pretoria:

  • Ensuring spending remains as projected and maximize value for money.

  • Continuously coordinate with Finance Hub on post’s financial position and manage any requested uplifts or return of funds in coordination with Corporate Services Manager.

  • Promote best practice in financial management at post by ensuring compliance with correct accounting procedures and using the key performance indicators.

  • Coordinate accounting and finance services to Partners Across Government.

  • Complete financial returns.

  • Monitor and where required highlight or escalate key performance indicators. 

  • Act as local contact for invoices and local payments.  

  • Monitor cash and bank account and liaise with the GTPC on unreconciled items.  

  • Responsible for cash box, including maintenance of balance, administration and monthly count. 

  • Prepare recharges, manual invoice requests, cash-in transit forms and cheques at Post. 

  • Identify and report potential efficiencies.  

Human Resources, working closely with the Regional HR Hub Pretoria:

  • Recruitment: local induction, personnel file, benefits administration etc.

  • Oversee local staff terms and conditions of service and ensure compliance with local labour law in coordination with Honorary Legal Advisor

  • Provide advice to Corporate Services Manager on staff pay and allowances ensuring expenditure remains within budget allocation.

  • Manage the local staff medical insurance .

  • Lead on establishing the right culture of Performance Management and Talent Management.

  • Provide advice to shape the learning culture. Champion for Learning & Development at post. Prepare, develop and monitor the training plan based on performance appraisals and mid-term reviews, identify training needs for Embassy in conjunction with the training plan and Regional Learning and Development Team.

  • Handle general HR enquiries and provide support/advice to local staff.

  • Welfare Manager as part of the Crisis role at post and Support post activity on wellbeing and mental health

  • Line Manages the Residence manager and the Administrative Assistant Prepare statutory returns to local authorities, including social protection allowances, VAT returns, recoveries etc.

  • Commitment to customer service 

Resources Managed (Staff and Expenditure)

  • Management of 2X ( A2L and A1L)
  • Experience in Finance and administrative work in a similar environment

  • Excellent verbal and written communication skills in English and Portuguese;

  • Good organisational skills and ability to prioritise a variety of tasks and conflicting deadlines;

  • Ability to multi-task and support multi-faceted teams in a shared corporate services environment previous team management experience;

  • Able to work under pressure using own initiative following compulsory rules and procedures

  • Good knowledge of MS Excel and other MS Office programmes strong organizational, analytical and time management skills, with excellent attention to details

  • Commitment to learning and development

  • Ability to effectively communicate with internal and external stakeholders, verbally and in writing 

  • Precision in implementing tasks, meticulous attention to detail 

  • Bachelor’s degree in Finance, Accounting Business Administration or related field. 

  • Familiarity with Angola Labour Law
