The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit two experienced Programme Managers to join our Conflict, Stability and Security Fund (CSSF) Programmes Team. As a Programme Manager, you will be initially responsible for delivering a programme of projects focused on activities leading to conditions for sustainable peace and security throughout Ukraine. More specifically, the Programme Managers will support stabilisation, humanitarian and early recovery projects delivering short to longer-term stabilisation assistance, strengthening good governance, enhancing economic opportunities and promoting and ensuring gender equality.

Among other programmatic areas, the Programme Manager will lead on designing and overseeing initiatives related to (i) fostering human rights, (ii) enhancing human security and peaceful conditions, and (iii) addressing the conflict and stability drivers in Ukraine. Thematic areas of responsibility may change as the Ukraine Programme develops.  Working closely with implementers, key stakeholders and colleagues across the Embassy and in the UK, you will communicate, coordinate and provide advice on the delivery of sustainable UK funded projects in Ukraine. 

We are looking for two motivated, pro-active individuals who understand the importance of value for money, gender and conflict sensitivity, and the need for oversight.  This role will provide you with the opportunity to develop programme and financial management skills and develop experience of stakeholder management, monitoring and evaluation, gender and conflict sensitivity, and risk management.

Main Duties and Responsibilities:

Initially these roles will lead the delivery of the UK’s stabilisation programme in Ukraine.  You will be supported in your role by Conflict and Stabilisation Advisors an alongside the wider Programmes Team at the Embassy and in the UK. 

Responsibilities will include:

  • Programme cycle management to ensure the timely planning of activity and reporting in accordance with CSSF guidance;
  • Manage a portfolio of projects and provide quality assurance of project deliverables, including value for money, budgets (commitments, forecast, spend and invoice processing), outputs, outcomes and impact etc.  Appropriately escalate risks and challenges in a timely manner;
  • Maintain strong working relationships with implementers and stakeholders to agree timelines and deliver project outcomes;
  • In your role you must  ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives;
  • When required support other thematic projects across the programme team;
  • Coordinate the management of scoping and design work for new interventions when required;
  • Support improvements in programme management standards by adapting current processes where required, to maintain the annual programme cycle timeframes;
  • Support and lead events with implementers or visitors from London.  Provide translation as required for senior officials;
  • Contribute to wider team and Embassy objectives, corporate activities and learning.
  • Proficient level of English and Ukrainian (written and spoken, minimum of C1 level for CEFR framework*);
  • Programme and project manage experience;
  • Ability to manage a wide network of stakeholders to deliver programme management;
  • Experience of monitoring and evaluation methodologies;
  • Have an understanding of the principles of accountability;
  • Pro-active and enthusiastic about improving programme management approaches and applying lessons learned;
  • Relevant background working with international or national non-Government organisations, (I/NGOs), governments, multilaterals and other donors;
  • Ability to manage workload and deliver at pace whilst maintaining quality;
  • Able to manage finance and budgets.
  • Experience of working in the following areas: conflict management, development, civil society, good governance and reform, or other relevant areas;
  • Project Management qualification.

Both vacancies are for a fixed-term contract of 12 months for 40 working hours per week including 1 hour per day for lunch.
