Economic and Prosperity

In November 2015, the UK Government announced a £1.3bn Prosperity Fund over the next five years to promote the economic reform and development needed for growth in partner countries.  Priorities will include improving the business environment, competitiveness and operation of markets, energy and financial sector reform.  As well as contributing to a reduction in poverty in recipient countries, we expect these reforms to create opportunities for international business including UK companies.

The British Embassy and it’s China network is delivering, with Chinese partners and stakeholders, a portfolio of seven programmes in China including Infrastructure, Energy & Low Carbon, Financial Services, Rule of Law for Business, Health, Skills and Future Cities.  It forms the biggest country allocation of the global Prosperity Fund.

We are now looking for a confident, experienced programme manager, capable of helping to deliver an exciting and complex multi-year, multi-million pound China Future Cities programme. 

As a programme manager working with the Future Cities team, the successful applicant will be taking on an exciting and challenging role at the centre of a key, innovative thematic area.  As part of a small team, they will assist with the design and implementation of the £14.75 million Future Cities prosperity funded programme to support China as it makes its cities smarter and more efficient, inclusive, green and sustainable places for a growing population, while opening up opportunities for the UK economy and business.  Key areas of focus will include interventions to improve urban mobility, access to clean water/flood management (Resilience) and improvements to urban services.   

The role requires a significant amount of stakeholder engagement, ensuring alignment across our wider China network, UK government departments, key UK and Chinese central and local government and commercial stakeholders.  Strong communication skills are therefore essential.

The successful candidate will work within a small programme team and will have experience of working in a programme environment with a working knowledge of programme development, budget management, evaluating and reporting.   

In your role as programme manager you will support gender equality act compliance and support the Prosperity Fund’s policy and guidance on gender equality, economic empowerment and inclusive growth for all.

Programme Management

Assist with the design and implementation of the Future Cities Prosperity programme.  This will require close coordination with a range of policy and commercial leads across the Embassy and wider China network as well as a strong working relationship with key Whitehall departments.  As the programme develops, much of the delivery will be through a broad range of external suppliers – private sector companies, consultancies, NGO’s, think tanks, arm’s length bodies, and potentially multi-laterals.  Working closely with the Head of the programme team ensure that the programme meets Official Development Assistance (ODA) criteria, including UK gender act compliance and meets the secondary benefit of producing commercial success for international, including UK, business.

Policy Support

To support the head of the programme team to provide policy and strategic advice, direction and input into the design and development of the overall programme to ensure programme coherence, alignment with key priorities and achievement of substantive outcomes. 

Stakeholder Engagement

Manage and develop external relationships with the Chinese central and local government stakeholders as well as relevant international stakeholders to ensure effective design and delivery of the programme.  This will include government departments, research institutes, consultants, other Embassies and international organisations. There is also significant buy in from stakeholders the UK to manage and includes city level officials, academia and commercial interests.

  • University graduate
  • Minimum of five years experience working in a large programme delivery environment
  • Experience of working with a range of external stakeholders including within UK and China government organisations
  • Strong interpersonal and communication skills to engage with China network teams
  • Excellent IT skills including Microsoft excel and word
  • Understanding of international, especially UK-China relations
  • Understanding of Prosperity Programme, particularly in a China context
