Main purpose of job:

To lead on professional financial management, ensuring the British High Commission (BHC) achieves value for money, is run in an effective and efficient manner and supports the objectives of Great Britain in Sri Lanka and Maldives. 

This position will oversee all procurement for the BHC, including tender/contract evaluating exercises. They will manage, control and analyse pay, administration and capital budgets, the Purchase 2 Pay process which is set up on an Oracle based Financial Management system, as well as supervise, oversee and undertake a wide range of Finance and Procurement duties.

This position will work closely (and produce financial reports/data) with the Head of Corporate Services, senior management within the High Commission, the Finance & Procurement Hubs in Delhi/Manila and the Resource Management Unit based in London. 

The position will also be the point of advice for Human Resource functions at the BHC, The main HR functions are run out of the regional Corporate Services hub in Delhi.

Roles and responsibilities:

Financial/Resource Management and official procurement (80% of the role).

  • Ensure effective day-to-day management of the BHC’s local budget and official bank accounts in line with FCO policy.
  • Ensure all official spends falls within FCO finance and procurement policy, thus ensuring services deliver value for money and are fit for purpose.
  • Compile budget data for monthly and quarterly meetings including preparing for the quarterly Post Management Board.
  • Lead and line manage the small finance and procurement team (2 staff); to develop the team and support their personal development; to assist the senior management of the BHC during major periods of change.
  • Work closely with the Facilities Manager and his team over services chargeable to BHC tenants and UK Staff accommodation.
  • Manage the issues referred to Procurement and Finance Hub.

Human Resources Management (20% of the role).

  • Provide a first point of contact/coordination for all Human Resource issues at the BHC.
  • Work with the HR hub in Delhi and local line managers on all recruitment campaigns – signing off budgets, job descriptions, adverts, and appointment confirmation.
  • Maintain regular contact with the legal advisers.
  • Line manages the Community Liaison and Human Resources officer.

Resources managed (staff and expenditure):

  • Run a local budget of £1.1m.
  • Overall post account with a spending power of over £3m.
  • Generating income of over £170,000 per year.
  • Line management of 3 staff – CS officer Finance (A2L), Community Liaison and Human Resources officer (A2L) and CS support Officer Finance & Procurement (A1L).

Language requirements:

Language: English

Level of language required: Spoken – Fluent, Written - Fluent.

Local languages is a plus.

Learning and development opportunities:

  • Excellent command of written and spoken English.

  • Willingness to understand the various streams in the Corporate Services area and undertake appropriate training.
  • Computer skills (including spreadsheets, Word, Power Point, etc) are required.
  • Financial management experience.
  • Knowledge and experience of accounting systems.
  • Experience and knowledge of Purchase 2 Pay systems preferably an Oracle based system.
  • Public sector experience.
  • Strong negotiation skills.
