The successful candidate will be a key part of the Central Asia Development and Programme Team (CADPT), contributing to the effective delivery of a portfolio of projects in support of Development Policy and the Conflict, Stability and Security Fund (CSSF).  S/he will help coordinate across HMG and with regional Governments and international partners to achieve UK policy objectives; avoid duplication, and share best practice.

The role involves maximising the impact of a fund worth approximately £3.6m in 2022/23, ensuring that the programme is delivered in a culturally and conflict-sensitive way.

This role will complement our political engagement by providing practical support to the governments of the region to help deliver a more secure, stable, and better governed future.

Roles and responsibilities:

  • Project Manage the design and implementation of CADP projects, deploying excellent programme management skills, including on risk management, monitoring and evaluation mechanisms, financial management, procurement, internal and external communications, and managing relationships with implementing partners. Work with the CSSF Joint Secretariat and CADP to ensure best practice is implemented across all programmes, including, but not limited to,  M&E, risk management and financial management;
  • Build and maintain relationships with key government, civil society and international partners in Central Asia on the NSIG stability pillar. Using these to influence the wider policy debate on conflict and security issues and deliver UK objectives. Maintain strong relationship with the EECAD programme support team in London. Continue to engage with relevant stakeholders across EECAD on future CSSF diagnostics and strategy for the wider region, and ensure close collaboration with other government departments, as required, including MoD on stability and resilience. Work with the 5 Central Asian Embassies’ Press and Public Relations Officers, to increase awareness of CSSF and FCDO programmes amongst the public and private sector. Work with other Comms Officers across the region on regional communications of our CSSF work.
  • Developing sector specific knowledge in one or more area/s to play a key role in the direction and delivery of CADP and the CSSF portfolio;
  • Building awareness of CADP and CSSF programmes and support for them, including through public outreach;
  • Engagement across CADP Team to ensure joined up working and coordination and collaboration across programmes.
  • Previous relevant experience in managing project/programme in an international organisation;
  • Experience working in an international environment;
  • Available to travel;
  • Ability and willingness to work effectively and flexibly.
  • Post-graduate degree;
  • Experience of managing budgets and procurement;
  • Formal education in the following fields: Conflict Management, Human Rights, Law, International Relations.

This is a full-time fixed term position, 36 hours per week.

Working hours from: Monday to Friday 09.00-17.00, but flexibility on working patterns is offered.

The gross salary per month is 2,124 USD gross. Please note 13th monthly salary is paid pro rata in November.

The successful candidate will be subject to a professional background check and security clearance and 1 month probation period.
