Main Purpose of Job:

This is a key role in the new Programme Management Unit (PMU) in the British High Commission in South Africa which will aim to ensure effective management of the annual £10.5m portfolio of policy programmes in South Africa towards the delivery of the UK’s Country Plan’s goals. In addition to driving programme management best practice alongside other PMU colleagues, the postholder will lead on the quality assurance of key programme documents and embedding robust monitoring and evaluation and risk management approaches across the portfolio to ensure programmes adhere to Programme Operating Framework (PrOF) principles and rules and deliver maximum value for money and impact.

Duties and Responsibilities:

The Programme Management Adviser will play a critical leadership role in the British High Commission in South Africa by working with programme teams to ensure programme management tools and best practice are applied effectively interpreting the PrOF and providing guidance and advice. This will include facilitating a quality assurance process to ensure programme documents clearly and robustly set out an evidence-based case for interventions to inform approvals and implementation; and leading on the monitoring and evaluation and risk management, encouraging lesson-learning through annual reviews and more regular tracking of progress. This role will also lead on programme management learning and development, supporting to teams to build their capability through training and other learning resources. In particular the role is expected to:

  • Have a thorough understanding of PrOF Rules and keep up to date with best practice in ODA programme delivery
  • Promote and drive programme management best practice in line with the PrOF
  • Lead a process to quality assure key programme documents across the UK-in-SA ODA portfolio including concept notes, business cases, annual reviews and programme completion reviews, bringing in other technical expertise as necessary
  • Provide monitoring and evaluation advice including on the development of results frameworks, theories of change, and applying monitoring and evaluation approaches throughout the programme cycle
  • Work with teams to identify, share and apply lessons learned from across the UKinSA portfolio of programmes
  • Ensure programme teams maintain comprehensive programme risk registers and are reviewing these regularly to mitigate any impact on programme delivery
  • Maintain a portfolio risk register highlighting key programme risks, and managing any requirement for escalation to the Country Board or senior management
  • Lead on developing a learning and development offer to build programme management capability across the British High Commission including drawing on central resources, and through the provision of targeted in-country training and coaching
  • Along with the rest of the Programme Management Unit, act as the Secretariat for the High Commission Portfolio Committee gathering data and information on UK-in-SA programmes and informing decision-making
  • With the Programme Management Team Leader and Deputy, effectively present UK-in-SA portfolio objectives, outcomes and lessons to leadership in the High Commission and to key stakeholders in the South African Government

Resources Managed:

None directly but responsible for ensuring good programme management practice across annual £10.5m bilateral ODA portfolio.

  • Relevant programme management experience. Portfolio and/or complex programme management experience preferred.
  • Proven track record in project management and delivery, and of working to deadlines and meeting targets.
  • Knowledge of monitoring and evaluation and risk management best practice and experience of applying these.
  • Ability to lead, manage, motivate and co-ordinate across teams, often with no direct authority.
  • Ability to motivate and drive improvements in team performance and to identify opportunities for building capability and promoting learning
