Main purpose of job:

The jobholder will work directly to First Secretary Justice & Home Affairs (JHA) as crucial member of the team in advancing the growing JHA relationship. The JHA relationship underpins much of the work around the people-to-people links between the UK and India. This work is critical to both facilitating the movement across the living bridge and to keeping the bridge safe and secure. 

The jobholder will: 

•    contribute to policy development through research and analysis.
•    identify potential risks and opportunities; and, 
•    lead, develop and implement a range of initiatives that will contribute to enhancing the UK-India JHA relationship.

A key feature will be delivery of specialist advice to colleagues in the UK in order to improve understanding of how the Justice and Home Affairs sector works in India and how the UK can best work with our Indian counterparts to achieve our joint objectives in this space. Ability to self-start and take the initiative in driving forward progress in complex areas is essential to this post.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Provide crucial support to the First Secretary JHA to deliver an increasing range of top priority projects from across the Home Office portfolio, including Criminal Justice Cooperation, Mobility & Migration, Countering Extremism and Protecting the Vulnerable. This will require taking the lead on a number of policy areas and projects. 
  • Lead on the provision of specialist support, advice and reporting on developments in the Justice sector, including on complex criminal justice issues as extradition.
  • Lead a number of policy files and projects. This will require innovative thought and the ability to situate solutions within the broader strategic framework. These areas will develop over time but are likely to begin with leadership of a project under the UK-India Mobility and Migration Partnership and two scoping studies related to protecting vulnerable people.
  • Lead on providing high quality reports and records from meetings with external stakeholders, workshops and political developments both at Union and State level.
  • Leadership of the delivery of JHA projects, including managing reporting on progress and in some instances managing budgets.
  •  Research, monitor and report on JHA developments in India for audiences in London on a regular basis. These reports will provide insight and guidance on risks and opportunities to colleagues both in the British High Commission; the wider India network; and, back in the UK.
  • Develop strong expertise and personal networks in the JHA area.
  • Represent the JHA team at external meetings, conferences and workshops where appropriate.

  • Budget management is a possibility depending on finalisation of programme funding.

Language: English, Hindi, Gujarati &/or Punjabi a benefit

Learning and development opportunities (and any specific training courses to be completed):

The role will provide a plethora of learning opportunities over and above those available through the extensive offer provided by the British High Commission and FCDO Diplomatic Academy. This will include opportunities to develop a deep subject matter expertise in the JHA sector through working with UK and Indian policy and operational experts and through attending domestic and international conferences. Possibility of travel within Indian and to the UK.  The British High Commission values learning and development highly and the jobholder will discuss their personal learning objectives with the line manager on arrival. 

Working patterns:
This role can accommodate flexible working patterns including compressed hours and remote working, however, the ability to work at least two days a week in the office in New Delhi is essential.

Essential on arrival: 

  • Degree level qualification in a relevant discipline (strong preference for Politics, International Relations or Law). 
  • Strong understanding of the functioning of the executive, parliament and judiciary in India. Excellent knowledge of Indian politics and justice and home affairs. 
  • Excellent written and oral communication skills with prior professional experience of researching and drafting written reports and/or advice for senior officials or executives. Minimum experience two years.
  • A passion for developing a deep expertise in the Justice and Home Affairs sector both in India and in the UK. 

Desirable:  

  • Prior experience of working in some way with the Government of India or Indian State Governments.
  • Prior experience of working with the UK or another diplomatic mission in India.

For other than BHC candidates, salary will be all-inclusive of INR 157,741 per month together with a 12% Provident Fund and 6% Special Allowance. 

Additionally, the BHC offers a great benefits package that includes annual domiciliary medical cover, plus a Group Hospitalisation Scheme with INR 500,000 floater cover for your immediate family. If you are a spouse of a staff member already employed with British High Commission, you will be covered under the family medical cover of your spouse.

No relocation or any other related costs or assistance will be provided.

Please note - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, eg. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
