Main purpose of job:

To work with and support project officers to deliver the wide variety of projects effectively and to ensure they meet Foreign and Commonwealth Office’s project management criteria. To proactively ensure that Embassy projects are well managed and to lead on their financial compliance. This will require detailed, independent work directly with project implementers and project officers in post to spot and tackle problems and flag up concerns. To support Political Section with visits and other administrative work.

Roles and responsibilities / what will the jobholder be expected to achieve?

 -       To work directly with project implementers to ensure that their project spends is in line with FCO guidelines. This will include checking receipts and invoices but will require taking responsibility to check a wide variety of factors as each project will be different. To ensure that invoices are received, then processed, and paid on time. This will require stakeholder management skills and close cooperation with the implementers and project officers within the Embassy – (30%)

 -       To lead on monitoring project spend and payments against the agreed Activity Based Budget (ABB), working with the project implementers and holding them to account for their planned activity, with the project officers.  To ensure that project completion and progress reports are delivered on time and to check these against the ABB. This may require revising schedules as the project develops and working with the project officers to manage changes. To produce a monthly spending report on the Embassy’s funded projects. And to be responsible for all the quality requirements. - (30%)

 -       To organise and provide administrative support to the Embassy’s Post Programme Board meetings (20%)

 -       Within Political Section to ensure those meetings, logistics, travel, and other administrative tasks are well managed and arranged (20%)

- Good command of spoken and written Lao and English

- Excellent organisational and self-management skills

- Good computer skills (proficiency with MS Word, able to use basic formulas and pivot in Excel)

- Knowledge of basic finance and budgeting

- Knowledge of project management

- Experience in finance and budgeting

- Able to analyze and provide feedback on financial reports

Salary

The grade of the job will be A2. The successful applicant will be offered a 6 month, fixed-term contract. The work schedule can be flexible and agreed with the line manager.
