The British Embassy, Amman is seeking a highly motivated and enthusiastic individual for the position of Programme Manager – Humanitarian, Inclusion and Protection Team, Grade – C4 (L).

Main Purpose of the job:

This is an opportunity to work for the Foreign Commonwealth and Development Office (FCDO) within British Embassy Amman as it implements its new UK-Jordan Country Business Plan. The candidate will join the Humanitarian, Inclusion and Protection team. The post requires commitment to work with others inside and outside the Embassy to maximise UK investment and coordinate with other donors. The successful candidate will be confident working at pace and multi-tasking to respond to changing priorities.

Main Responsibilities:

  • At the outset, lead programme manager for the UK’s education programmes: 1) ‘Jordan Compact Education Programme’ and 2) ‘RAMP’ Early Grade Reading and Maths Programme and a potential new programme.
  • Manage finance related to programmes, including technical assistance. Use a commercial mind-set and understanding of project budget drivers to support achievement of value for money (VFM) for TA. Ensure key partner/supplier deliverables are tracked on the project Delivery Plan.
  • Contribute to development of programme risk strategies, focusing on mitigating the risk of fraud and corruption and ensuring other risks are addressed in liaison with project team and others as required. Maintain project risk register, proactively highlighting and escalating concerns, risks and issues to appropriate level.
  • Regularly update delivery chain maps showing key issues and risks at each stage of funds movement.
  • Donor engagement for multi-donor special account and supporting Education Adviser with donor coordination.
  • Support with strengthening the Humanitarian, Inclusion and Protection Team strategies and priorities.

Resources Managed (staff and expenditure):

  • ODA funding management amount tbc but with oversight and support from an Education Advisor and the Strategy & Delivery Unit.

The successful candidate will have excellent communication skills as well as being a strong team player with partnering skills with a diverse range of customers.  This is a high-paced role and you will need to be resilient in order to deliver high standards of service in a challenging but rewarding environment.  We are looking for someone that can demonstrate:

Essential:

  • Fluent communication skills in English and Arabic (both spoken and written, C1 advanced level).
  • Minimum 4 years’ experience of Programme Management preferably in an overseas organisation.
  • Bachelor’s degree in a relevant field.
  • Strong background in financial and risk management.
  • Ability to build strong, respectful and collaborative working relationships with stakeholders within and beyond HMG, including those with different cultural backgrounds and opinions.
  • Literacy in Microsoft Office packages (Excel, Word, Outlook, Microsoft Teams and PowerPoint).
  • Excellent organisational skills.

Desirable:

  • Ability to work under pressure and manage a complex and varied workload sometimes to tight deadlines.
  • Previous experience of Programme Management in the education sector in Jordan.
  • Experience in drafting reports and briefs for an international audience.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C4 (L) scale, with a salary of JOD 2,479 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

This position is offered on a full time, fixed term basis for two (2) years.

The successful candidate will be subject to a 90-days probationary period (as appropriate). The selected candidate will have the right to live and work in Jordan.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.
