The British Embassy in Berlin is part of a world-wide network, representing British political, economic and consular interests overseas. The Embassy is now looking for an Assistant to HM Revenue & Customs (HMRC), Fiscal Crime Liaison Officer (FCLO).

The main purpose of the Local Staff Assistant role is supporting HMRC and the FCLO in achieving objectives as set by HMRC and in maintaining and strengthening the relationship between host law enforcement agencies in Germany, Czech Republic, Switzerland, Liechtenstein and the UK. This involves providing essential administrative and logistical support to the FCLO’s work in respect of the pursuit of serious & organised crime groups attacking the UK tax system and our goal to deprive them of criminally-obtained monies and assets. Our goal is to reduce the criminal threats to UK tax regimes (Customs duties, VAT, Excise duties, tax evasion and avoidance) from organised crime.

The post holder will be responsible to the Senior Assistant to the FCLO on a daily basis, but ultimately answerable to the FCLO. A key requirement is contributing to the overall effectiveness of the FCLO office by ensuring administrative and management systems operate efficiently and effectively. 

Main duties and responsibilities:

  • Contribute to the FCLO management of office administration duties in accordance with HMRC & FCDO policy and standard operating procedures, including records management, office accounts and asset registers; scoping, organising and attending law enforcement events may also be required;
  • Provide language support to the FCLO office as directed, including for exchanges of information and at official meetings and events; this may require occasional attendance at events outside of normal working hours as well as overnight visits within Germany or to other countries covered;  
  • Compile verbal and written briefings as directed, including regular monthly management reporting. Prepare/draft official letters and documents on behalf of the Senior Assistant or FCLO for key stakeholders in Germany, Czech Republic, Switzerland, Liechtenstein and the UK, navigating relevant administrative and legal processes;   
  • Delegate for the Senior Assistant or the FCLO in providing high quality advice to host law enforcement agencies across countries covered in relation to HMRC crime priorities, risk assurance & capabilities;
  • Contribution to regional projects as required; supporting, monitoring and evaluation of their impact; monitoring budgets to ensure value for money; producing narrative reports to deadlines;
  • Monitor FCLO office communication and IT systems under the guidance of the Senior Assistant to ensure that all intelligence and liaison communications are recorded and responded to in a legal, timely and professional manner. Exploit in-country open source research and information sources in host language(s);
  • Contribute along with the Senior Assistant and FCLO to wider embassy law enforcement objectives on Serious & Organised Crime (SOC)  and Illicit Finance strategies; support (and occasionally deputise for) FCLO contribution to German, Czech & Swiss JSOC, SOCNet & OSJA engagement.

  • Fluent written and spoken English and German (minimum level required C2 under the CEFRL or equivalent*);
  • Relevant work experience, including evidence of engaging stakeholders, customers and partners at all levels;
  • Excellent IT skills, especially standard MS Office applications (Word, Excel, Teams & Outlook); 
  • Ability to process and understand large amounts of data and information; turning this it into concise and accurate reports;
  • Strong interpersonal & communication skills and confidence in dealing at all levels of the organization; 
  • Constructive, positive and service-orientated attitude;
  • Experience of working in an area with a high level of personal responsibility; track record of being accountable for own actions / decisions;
  • Excellent organisational skills for document and record management;
  • Ability to work with minimal supervision; prioritise own and colleague’s workloads where required;
  • Ability to respect the confidentiality of work issues and understands the personal and professional consequences of lapses in security; 
  • Flexible approach to work and travel: this may occasionally include travel at short notice, working weekends and/or public holidays and possible travel
  • involving overnight stays in Germany, Czech Republic or Switzerland;
  • Full German driving licence and a willingness to drive on official duties.
  • An understanding of UK Tax and Customs matters and experience of working in a law enforcement environment.

This is a full-time fixed-term position for a contract period of two years, with the possibility of renewal by mutual agreement. 

The gross yearly salary is €45,564.00 rising to approx €51,182.00 gross per annum after a qualifying period in addition to performance related pay (salary is not negotiable).

The successful candidate will be subject to professional background check and security clearance. The successful candidate must have pre-existing work authorisation in Germany in order to apply.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Germany and be prepared to ensure that right remains throughout the scope of the contract.
