The UK government will provide a £10m grant to the Government of the Virgin Islands (GOVI) to support the recovery over the next three years (FY 2018-21). This includes funds to the Recovery and Development Agency (RDA) to secure staff and technical expertise. The Governor’s Office in BVI is looking to recruit an experienced Programme Manager (PM) to support the implementation of the £10m BVI Programme, and ensure accountability to the UK government for this grant. The PM will provide programme management support to the Policy Officer in the Office of the Governor to oversee the provision of this grant to the GOVI and the independent RDA. This is an exciting opportunity to support the British Virgin Islands in its post hurricane recovery and development.

The PM will also manage the completion of UK-led ‘early recovery’ projects (including support to GOVI on infrastructure, security and housing) to ensure a smooth transition to the longer-term recovery. The PM will work to ensure that wider UK funding support on Security and Justice, Disaster Management and Public Administration Reform complements the direction of BVI’s recovery and development plan to Build BVI Stronger: Greener, Smarter, Better.

The PM role is a CSSF funded programme position and therefore will spend at least 80% of the time managing the CSSF recovery grant and the completion of the CSSF early recovery projects. The remaining time will be allocated to lead on public communications for the Office of the Governor and to support work on other regional programmes and. The PM will work closely with the GOVI Information Office to support public communications on the work of the Office of the Governor, including development and implementation of a public communications strategy and on UK funded projects.

The role requires strong stakeholder management and network development skills to ensure effective delivery of the programme in coordination with RDA, and GOVI stakeholders through the Office of the Governor. The PM will be expected to manage UK programme spend, monitor and report on the performance of the programme, oversee robust financial and risk management and ensure due diligence regarding all partners and suppliers.   The role requires close working with BVI Governor and team to ensure coordination between political, policy and programme work.

  • Coordination with Overseas Territories Department (OTD) in London and regional FCO teams to support the delivery of regional programmes in the BVI.

  • Effective management of BVI Country Programme in support of BVI’s hurricane recovery and development, to a high standard and in accordance with UK Government PPM requirements and financial processes;

  • Coordination with implementers to ensure timely delivery of impactful results;

  • Alignment of programme with GOVI requirements and Governor’s strategic objectives, and with wider UK programme funding across the region and other Overseas Territories in Governance, Security and Justice, Prisons, Disaster Management, and Public Administration Reform to ensure mutually reinforcing delivery and results;

  • Management of programme budget, spend and financial reporting

  • Lead on local procurement and coordination of procurement with the Commercial and Programme Group (CPG) in London;

  • Provide secretariat services to the BVI Programme Board.

  • Prepare quarterly reports on progress of the programme for approval by the Programme Board and submission to the Regional Board. Quarterly reports to include an assessment of risks, results and budget as well as any other challenges or progress achieved.

  • Coordinate implementer reporting on programme challenges and progress, necessitating close collaboration with RDA, GOVI, implementers, beneficiaries, investors, NGOs and community organizations. Report to include updates on risk, results and expenditure;

  • Development and adaptation of individual projects in line with BVI’s recovery and preparedness needs, especially in anticipation of the 2018 hurricane season and to continue ‘building back stronger’;

  • Provision of clear advice and briefing to Governor (Senior Responsible Officer – for the funds under this programme) and Programme Board to review and approve activity, in compliance with FCO programme governance and commercial and corporate procurement regulation;

  • Coordination with London and Regional FCO advisers to agree escalation of decisions and/or risks as appropriate;

  • Provide public communications support and advice to Office of Governor, including the development and implementation of a public communications strategy and on UK funded project delivered in BVI.

Language: Fluent in English

  • Programme and Project Management experience and expertise;

  • Proven ability to develop and maintain productive relations with project implementers;

  • Demonstration of an adaptive, ‘lessons learning’ approach to programme management in order to deliver in line with strategic objectives;

  • Ability to manage a wide network of diverse, multi-national and public/private stakeholders to deliver in politically sensitive and challenging contexts;

  • Ability to manage workload and deliver at pace whilst maintaining quality;

  • Competence in finance, budget, procurement and risk management;

  • Strong written and oral communication skills;

  • Flexibility and ability to deal with difficult situations, including working unsocial hours in an emergency or crisis;

  • Relevant background e.g. Working with Governments, NGOs, private investors, especially in a disaster recovery context.

  • Be a team player who is supportive to colleagues at all times.


  • Experience in the Caribbean region or in UK Overseas Territories;

  • Previous public communications experience;

  • Experience in relevant fields including economic and social development, civil society, good governance and reform, security and justice;

  • Sound political judgment, with the ability to advise in line with changing dynamics and priorities in the context of natural disaster preparedness.

Learning and Development Opportunities: CSSF Programme Management

This is a fixed-term 1 year contract with the possibility of extension.

This is a full-time position of 5 working days, 40 hours per week. Jobholder may need to work unsocial hours in an emergency or crisis or as directed by senior management.

This position is work permit exempt and does not require a pre-existing legal status to live and work in the British Virgin Islands. However, non-British passport holders may require entry clearance and preference will be given to suitably qualified BVI Residents.

The Governor’s Office offers a competitive remuneration package including salary, generous leave entitlement, medical package for staff and opportunities for learning and development. Staff recruited locally by the Governor’s Office are subject to Terms and Conditions of Service according to local British Virgin Islands employment law and Foreign & Commonwealth Office guidance for Local Staff.

The posts we offer are not an entry point into the UK’s Diplomatic Service.

The Governor’s Office will not be able to meet the travel costs incurred when travelling to the interview, nor the costs connected with relocation if offered a position.

There are very limited employment opportunities locally for spouses/partners. With virtually no unemployment in the Territory, work is hard to find in the private and public sector and protective legislation ensures expatriates are only employed when no local person is available to fill the job and prevents expats seeking work while on island. Annual work permits are required, which take time to process. Children must have permission for placement from the Department of Education for both private and public schools and tuition is expensive.

The British Virgin Islands suffered extensive damage in 2017 due to the passing of Hurricanes Irma and Maria. There was widespread damage to infrastructure with a large proportion of homes and buildings still very badly damaged which currently limits available rental properties. Power supplies have largely been restored. The hurricane season usually runs from June to November.

The British Virgin Islands are an Overseas Territory of the United Kingdom. Every 3-4 years a Governor representing Her Majesty the Queen is appointed. The Constitution gives the Governor certain responsibilities which include oversight for external affairs, defence and internal security, administration of the courts and terms and conditions of public officers. The Governor is supported by a team consisting of BVI Government staff and the FCO who support the Governor in the execution of his/her responsibilities and enables him/her to carry out their programme of public functions.
