The British Consulate-General in Shanghai is part of a world-wide network of 230 Posts, representing British political, economic and consular interests overseas. Our office in Shanghai has over 100 staff and represents British interests in Eastern China – specifically in Shanghai, Zhejiang, Jiangsu and Anhui. 

The Corporate Services Manager (CSM) will report directly to to the Deputy Consul General in Shanghai, and will work regularly with the Consul-General. The successful candidate will be responsible for ensuring the Corporate Services Team deliver effective management, finance, procurement, human resources, transport and logistics, and estate services to the whole Consulate. He/she will serve as a key member of the Consulate senior management team, and will also work closely with the Corporate Services Director for China (based in Beijing) and the China CSM network to implement new initiatives to develop the Corporate Services Network in China as “Best in Class”.


ROLES AND RESPONSIBILITIES (What will the jobholder be expected to achieve?)

Leadership and Management (30%)

  • Ensure overall efficient and effective operation of corporate services work
  • Continuously review business policies and processes to identify new and more imaginative ways of working and deliver a more effective, efficient and professional operation.
  • Participate in and provide input into internal committees focused on Corporate Services, policy development and wider organisational issues – both with local colleagues as well as counterparts in other China posts.
  • Liaise with locally-employed staff association, as appropriate
  • Manage the 11 person Corporate Services Team, with specific line management of Corporate Services Officers, IT & Security Manager and Community Liaison Officer.

Finance (30%)

  • Act as the interface with the Embassy in Beijing on overall China network budget issues. 
  • Manage the Consulate’s budget in accordance with corporate policies to include forecasting & ensuring 100% spend, and delivery of value for money.
  • Prepare monthly, annual and ad hoc reports to senior managers on budget management, including budget projections and spending to date.
  • Oversee accounts to ensure proper financial controls are in place and being followed.
  • Ensure devolved budget holders actively manage their budgets.
  • Review and authorize expenditures.
  • Oversight of relationship management between Post and the Global Transaction Processing Centre in Manila

Human Resources (25%)

  • Implement terms and conditions of service for locally-employed staff and ensure compliance with local labour law and relationship with local authorities
  • Oversight of all HR issues and conduct and discipline at post
  • Liaison with other China posts and Regional HR Hub in Manila to ensure consistency in China wide management policies
  • Work closely with the Regional HR Hub in Manila to drive improvements to the Human Resources policies and processes of China Network
  • Provide expertise on recruitment, compensation, and performance pay processes as needed; review and authorise local employment offers
  • Provide guidance on sensitive staff matters for both diplomatic and locally employed staff, including management issues and dispute resolution  
  • Provide arrival and departure support to staff

Estate (10%)

  • Ensure full compliance with corporate procedures, including local and UK health and safety regulations and policies. 
  • Ensure environmental/sustainability methodologies are integrated into the Consulate. 
  • Work with Facilities Management provider and the FCO’s facilities management contract unit to make sure high customer service levels are met and contract terms are fulfilled.
  • Work with the Shared Area management committee to ensure that the space is managed correctly as well as taking lead on income generation for the Shared Area and Consul General’s residence.

Procurement (5%)

  • Implement existing corporate policies and best practices ensuring maximum value for money
  • Oversee management of external contracts with local suppliers and vendors as necessary
  • Bachelors degree and above
  • Proven experience in corporate services, managing one or more corporate services functions (i.e finance, human resources, general management) 
  • High degree of confidence in using Microsoft software, particularly Word and Excel.  
  • Holds a local working visa
  • Proven experience and credibility gained in similar diplomatic missions.
  • Knowledge of Chinese would be helpful but not essential
