Main purpose of job:

A new slot, created to add depth and resilience to corporate service provision at the British Consulate-General (BCG) in Hong Kong.

As one of two Corporate Services Manager (CSM) in the BCG, the job holder will co-manage corporate services operations; leading a professional and dedicated team to provide support to all partners (from across the UK government) on the platform.

The CSMs will work together to ensure that the functioning and management of the corporate services team is robust and compliant in the areas of HR, estates, protocol, finance, procurement and other associated administrative tasks. The position requires a practical, hands-on approach to ensure the functions and processes are efficient, effective and represent good value for money.  Each CSM will be assigned lead portfolios but in turn are expected to flex to meet changing operational requirements, take on ad hoc project work plus provide leave cover for one another.  This CSM role will lead on the HR and estates portfolios.

As a driving force for corporate delivery, the CSMs support the Head of Corporate Services (HCS) in providing corporate, financial and local insight to inform decision making.

The CSMs are responsible for managing and developing a team of corporate services officers, and have oversight of an outsourced facilities management service provider.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Strategic Planning and Leadership 10%

  • Support delivery of the corporate agenda at Post. 
  • Act as trusted advisor to HCS and partners on the platform, ‘horizon scanning’ locally to enable proactive resource and activity planning.
  • Manage the platform and support partners, promoting inclusiveness in the BCG.  
  • Maintain relationships with key stakeholders both internally (e.g. all partners on platform) and externally (e.g. Regional Corporate Services Hub).
  • Ensure local policies are reviewed and aligned to global and local requirements. 
  • Lead and monitor the delivery of services against the local corporate services charter.

People 20% 

  • Alongside the HCS, contribute to the overall employer proposition, including terms and conditions of service and pay and benefits for country based staff (CBS), ensuring compliance with local labour law.
  • Provide guidance and act as an escalation point on sensitive staff matters for diplomatic and LS, including management issues and dispute resolution, engaging with specialist HR functions where necessary.  

Delivery 60%

  • Manage corporate delivery in the BCG, working in partnership with the Regional Corporate Services Hub and the Global Processing Transaction Centre (GTPC).  Ensure full use of self-service access to corporate services and regionalised services.
  • Oversight of the BCG estate, monitoring Facilities Management provision against key performance indicators and promoting a proactive and customer focussed approach to delivery. 
  • Instil a continuous improvement mentality within the team, implement corporate projects and the change management required to deliver them.  

Resilience 10%

  • Respond to operational crisis, providing leadership and flexing team prioritisation as required.
  • Ensure cross training within corporate services roles to provide resilience within the team.
  • Work with the Regional Corporate Services Hub to plan long term resource and development needs.
  • Ensure wellbeing and engagement are maintained within the corporate services team, seeking regular feedback and embedding the values of resilience and respect.

Resources managed (staff and expenditure): 
Line management: Initially 1 x Administrative Officer (A2) but likely to be 3 x A2 officers from 2022 onwards. Countersigning: 2 x  A2 officers.
Local budget: £1.1m (watching brief).

  • Middle management experience with direct involvement in corporate services policy and implementation.
  • Experience in managing cross functional teams.
  • Excellent customer service skills.
  • High levels of discretion, with a resilient, flexible and ‘can do’ attitude.
  • Able to challenge and influence senior stakeholders.
  • Experience in managing suppliers and outsourced service delivery.
  • Minimum 3 years middle management experience working for an international organisation, with direct involvement in corporate services policy and implementation.
  • A relevant qualification in the corporate services field.
