The purpose of the Department for International Trade (DIT), established by the Prime Minister in July 2016, is to integrate and elevate the Trade agenda; help secure a better deal for the UK as it negotiates a successful exit from the EU; and, to establish new relationships with other countries around the globe. The formation of this department following the EU referendum highlights the importance of international trade promotion and policy in the years ahead.

DIT China is the largest overseas DIT network. At Post, DIT’s focus is on trade policy and strategic, high-value trade and investment opportunities in five priority sectors (Advanced Engineering and Transport; Financial and Business Services and Technology; Energy, Environment & Infrastructure; Healthcare and Life Sciences; Experience Economy).

 

China is an important trading partner for the UK and as a result, DIT China’s work is high-profile and challenging. As Market Access Lead, you will be the on the frontline monitoring and reporting on China’s changing regulatory environment across areas as diverse as investment, cyber, and competition.

The job holder will be based at the British Embassy in Beijing and will join a growing team who monitor market access and regulatory issues. Their role will be to conduct analysis and reporting, develop and coordinate strategies to improve access for UK firms alongside sector teams, and act as a bridge between this team and UK business organisations.

The job holder will coordinate the monitoring of the policy environment in China to ensure the Embassy has the clearest picture of barriers in the market. They will ensure continuous feedback from UK businesses on their market access concerns as well as ensure that existing and emerging barriers are subject to rigorous analysis to enable prioritisation. He/ She will also be responsible for ensuring strategies exist to mitigate and remove barriers to entry, working with sector teams and other colleagues in the Embassy. The insights and information they provide will inform our high level political dialogues our senior level engagement with Chinese policymakers.

 

This position is advertised on a fixed-term contract of one (1) year.

 


What will the jobholder do?

  • Regulatory analysis: Maintain monitoring of market access barriers and conduct rigorous analysis on the functional impact and the benefits of change, including testing with business.
  • Strategy development: Develop and coordinate individual strategies to resolve barriers, ensuring that clear plans are in place to resolve barriers using the full suite of diplomatic tools.
  • Stakeholder management: Lead the relationship with Sector Directors and dedicated sector market access leads, supporting and coordinating as necessary. Also lead the policy relationship with the CBBC, CBI, and BCC.
  • Reporting: Conduct regular reporting and analysis for a range of customers, including detailed analytical reporting and programme management updates for stakeholders in China.
  • At least 2 years of relevant experience in trade policy, regulatory policy, or economic analysis.
  • Excellent communications skills and fluent in English, both written and spoken. Previous experience of communicating clearly and concisely in English is essential, including the ability to explain technical terms and processes to a non-technical audience.
  • Good level of numeracy and working knowledge of the key analytical tools used in trade policy, or ability to acquire.
  • Degree level qualification or equivalent.
  • Working knowledge of MS Office applications (Outlook, Word, Excel, PowerPoint).
  • Experience of monitoring Chinese regulatory issues.
  • Experience of working in government.
  • Near native fluency in English and ability to write reports to tight deadlines.
