Main Purpose of Job

Act as the Tokyo Defence Section Defence Policy working-level lead, managing the day-to-day contact and relations with the Japanese Ministry of Defence and liaison with Other Japanese Government Ministries on behalf of the Defence Attaché and Deputy Defence Attaché.

Roles and responsibilities (What will the jobholder be expected to achieve)

  • Lead on overall Defence Policy and Legal work streams, such as ‘status of forces’ type issues relating to UK Armed Forces exercising and training alongside the JSDF. Act as the lead for coordinating bilateral agreements such as MOUs and Note Verbales that underpin bilateral military cooperation. Possess the ability to analyse and problem solve complex policy issues in order to recommend suitable courses of action to the Defence Attaché and Deputy Defence Attaché
  • Draft reports on Defence-related matters on behalf of the Defence Attaché. Coordinate briefing packs for senior (up to Prime-Ministerial) level bilateral meetings as a means to support the UK-Japan Defence and Security relationship. Work independently and have the ability to prioritise a heavy workload. Possess sound decision-making and judgement certify that engagements are in line with UK MOD policy and country objectives.
  • Responsible for managing the defence engagement activity tracker to ensure that planned activity is delivered and the annual Defence Assistance Fund is utilised to full effect.
  • Manage, support and mentor other team members ensuring delivery of all planned defence engagements activity. Motivate and create learning and developing opportunities for other team members and recommended improved ways of working.
  • Provide Japanese language support such as interpreting for the Defence Attaché and visiting UK MOD representatives. On occasion, assist with translating speeches for formal events.
  • Maintain a network of key contacts in JMOD, wider government and academia through liaison and networking.
  • Support wider HMG and British Embassy Tokyo activity when required

  • Experience of people management, or strong evidence of the potential for leadership and people management
  • Excellent business communication skills in English (orally and in writing)
  • Project Management experience
  • Ability to manage budgets and wider resources to deliver a business plan
  • Fluent in written and spoken English (IELTS Band 8 or above / 850+ points TOEIC)
  • Good IT skills, particularly Microsoft Office (Word, Excel, Powerpoint etc)
  • Strong communications skills and ability to work within a close knit team. Ability to develop relationships and network is also vital.
  • Native spoken and written Japanese language-level or Japanese language Proficiency Test (JLPT) at level N1 is necessary as daily communication is required with non-English speakers in JMOD and OGD.
  • In depth understanding of, and interest in, defence security issues, such as the National Defense Programme Guidelines and understand current development in the Japan Self Defense Forces.
  • Understanding of Japanese legal restrictions when conducting defence activities in Japan.
  • Understanding of Japanese Government systems and Japanese Self-Defence Force cultures.
