The British Embassy in Ankara is part of a world-wide network representing British political, economic and consular interests overseas and is now looking to hire a Deputy Programme and Policy Manager.

This is a rewarding and challenging role in the Development Section of the British Embassy in Ankara helping to deliver the UK’s significant development support (€957m to 2024) to the 3.7m Syrian refugees based in Turkey. You will lead on programme management of the development portfolio and support the UK’s wider developmental and humanitarian work in Turkey, working closely with UK aid specialists and external partners, covering: both policy and delivery; context and situational analysis; building, maintaining a varied network of stakeholders in Turkey; representing FCDO internally and externally; programme management; corporate engagement; administrative support. The work is demanding and requires the ability to work independently at pace, think creatively, show initiative and to call upon strong relationships within and beyond the Turkey network. The successful candidate will be self-motivated, enjoy working under pressure (often to tight deadlines), demonstrate excellent attention to detail, and maintain strong relationships with a range of teams.

This role will give you the opportunity to understand the domestic and regional development and humanitarian context in a diverse country straddling Europe and Asia, which is constantly on the move politically and economically. You will provide timely/quality reporting and analysis of Turkey’s development and humanitarian issues.

You will work closely with partners including NGOs, UN, IFI’s and the Turkish civil society to understand delivery, set up and take part in monitoring in support of development and humanitarian outcomes.

You will help strengthen UK relations with key partners in  the Government of Turkey, including the Office of the Vice President, AFAD, TIKA and MFA. You will lead and work with the Government of Turkey and Turkey Desk in Foreign, Commonwealth and Development Office in the UK in the preparation of the annual UK - Turkey Development Dialogue, which serves to underpin these key relations.

The Development team Ankara is a high-profile busy section - Turkey is of intense interest to the FCDO and Whitehall. The team covers a wide range of development and humanitarian issues and is at the heart of the Turkey network. You’ll work in a close-knit team that prioritises respect and development. You will develop strong relationships across the Embassy. You will also have many opportunities for learning and development. There are regular learning and development sessions taking place in FCDO. Formal learning and development plan will be agreed with the line manager.

An important part of the job includes regional travel beyond Ankara to eastern provinces such as Hattay and Gazientep for programme monitoring and meeting key contacts.

You will need to work both independently and collaboratively with colleagues across Embassy teams (particularly migration, political, press and projects colleagues), and provide cover for senior UK development team colleagues. We invite a flexible can-do approach to roles and responsibilities over the course of the posting.

Reporting to the Development Director, your responsibilities will be:

  • Research and produce regular high-quality development updates, policy advice and briefings;
  • Work closely with other donors, IFI’s, embassies and the UN to advance the UK’s development, humanitarian, and Rising Powers workstream through situational analysis of current affairs. Ensure advice is concise, evidence-based and takes account of the context and views of stakeholders;
  • Maintain and influence a varied network of stakeholders throughout Turkey on issues of relevance to the development team and contribute to analysis and understanding of the context;
  • Work closely with colleagues in the Turkey Network, identify emerging priorities, opportunities, and risks, and implications, developing recommendations and suggested action in response. Advise across the network on issues related to development and humanitarian assistance, particularly where related to refugees, women and girls, climate, and the UN;
  • Maintain an up to date core script and other similar internal products and updating as necessary with new public lines rapidly developed to cover emerging issues. In coordination with the comms team, oversee communication and publicity of activities of development section work, especially social media;
  • Represent FCDO at a range of internal and external meetings; influencing effectively to shape the direction of policy while ensuring that it reflects wider UK government priorities and policy direction. Undertake senior level liaison, correspondence, and communication with Turkish authorities in Turkish and English;
  • Support programme management of the UK’s contribution to the EU Facility for Refugees in Turkey (FRIT); providing oversight of FRIT programming; maintaining an updated log frame, risk register and other programme compliance as set out in the SMART rules;
  • Undertake monitoring visits to evaluate programme delivery, including through engagement with partners and field visits to projects; ensure the risk register and forecasting are to a high standard; working with the finance team to ensure accurate financial forecasting and recording of payments on the FCDO systems;
  • Act as focal point for corporate returns, coordinating input from the development team and wider network, London colleagues and ensuring a timely response. Ensure that FCDO meets corporate and compliance requirements;
  • Provide administrative support, including liaison with external stakeholders to arrange and respond to meeting requests; draft and submit Note Verbal’s to the Government of Turkey; in coordination with the Visits Officer, oversee arrangements for official and Ministerial visits to and from Turkey; support team in arranging official travel in Turkey to areas of interest.
  • Significant experience in project management, preferably with knowledge of development programming;
  • An established track record in international development and humanitarian affairs;
  • Proven track record in building relationships with government institutions and other key stakeholders;
  • Ability to engage with a broad range of stakeholders including NGOs, international organisations, UN, and civil society;
  • Ability to analyse and communicate the key points from a range of information sources, delivering clear and evidence-driven responses and advice;
  • Fluency in Turkish and English (both oral and written, minimum C1 level*);
  • Excellent communication (written and verbal) skills;
  • Ability to work at pace, under pressure, and to tight deadlines. Able to adapt and have a flexible approach to work;
  • Strong team-player with exceptional levels of integrity;
  • IT literate in use of MS word, MS Office.
  • Knowledge of and development and humanitarian issues in Turkey and the wider region.

This is a full-time fixed-term contract for 1 year with the possibility of renewal by mutual agreement, for 5 working days (36.25 hours net) per week.

The monthly salary for this position is 2,602.41 USD gross B3 level. Please note that staff members are responsible for paying any income tax required by local law.
