The British High Commission in Malta is part of a worldwide network, representing British political, economic and consular interests overseas and is seeking for a Policy and Programme Officer - International Crime and Justice.

This new role in the Political Team will lead work to design and oversee delivery of the British High Commission’s programme for International Crime and Justice cooperation with Malta including circa £100k+ of programme funding. The job holder will also become the teams expert on Malta’s financial jurisdiction. The job holder will report to the Justice and Home Affairs Officer and work closely colleagues across the High Commission to deliver UK objectives.

Main responsibilities will include:

Programme Management (70%)

  • Management of the High Commission’s International Crime and Justice Programme worth circa £100k+;
  • Ownership of programme governance and ensuring compliance with the Foreign Commonwealth and Development Office Programme Delivery Framework;
  • Ensuring projects are delivered on time and to budget;
  • Liaision with project delivery partners and ensuring monitoring and evaluation requirements are met;
  • Coordinate with programme leads at other UK Embassies and FCDO HQ London. Policy - (30%)

Policy (30%)

  • Work with colleagues across the High Commission to support delivery of relevant national security outcomes in the Cross-HMG Country Business Plan for Malta;
  • Identify opportunities for UK projects focussed on support to rule of law and justice;
  • Develop a network of contacts working on risk and compliance across Malta’s financial services sector;
  • Carry out research of press reporting, open source and official publications;
  • Prepare both oral and written reports for Embassy and London based audience with readers from across UK Government;
  • Track and report the impact of reforms to Malta’s anti-money laundering and counter terrorist finance regime;
  • Support wider Political Team performance and contribute to team resilience.
  • Fluency in English (both oral and written, minimum C1 level*);
  • Self starter with ability to work well in a team and independently;
  • Experience of project or programme management;
  • Proven record of managing budgets;
  • Excellent written communication skills;
  • Strong IT skills, especially MS Office Word, Excel and Teams;
  • Good attention to detail and ability to closely follow mandatory guidance for projects and programmes;
  • Ability to make and use contacts, including at senior levels.
  • Fluency in Maltese;
  • An Undergraduate Degree in Finance, Economics, Criminology or Social Sciences;
  • Previous experience of work in Law Enforcement, Government, Embassy or International Organisations;
  • Prince2 or MSP or equivalent programme management qualification.

This is a full-time of 35 hours/week, 9 months renewable contract.
