The Foreign and Commonwealth Office (FCO) has set up an HR Shared Services Centre (HR Hub) in Lisbon. The HR Hub, operating from the British Embassy in Lisbon, is responsible for delivering effective Corporate HR Services (Recruitment, Pay and Benefits, Talent and Performance Management and others) to Embassies and subordinate offices across 50 countries in Europe and Central Asia.

The HR Hub forms an integral part of the global HR offer to staff working in the overseas network for the FCO, and leads on all local and regional HR issues. In partnership with the London HR Directorate, the Hub also offers strategic and professional HR capability to senior leaders in the organisation, in order to deliver business objectives across the organisation.

The British Embassy is now looking for an HR Manager (Pay & Benefits), grade B3, member of local staff, based in Lisbon, to lead and manage implementation of Pay and Benefits to all locally employed staff in the FCO Regional Network. Main responsibilities will include:


Pay Reviews

  • Project Manager for Pay Benchmarking exercises across the region, in partnership with Post Leadership teams and Hub Management Team;
  • Main operational lead for Compensation & Reward regional projects;
  • Act as main point of contact, in collaboration with Regional HR Manager, for Pay & Reward local policy issues and initiatives;
  • Liaise and work with external consultants during pay review projects; organise and propose draft information and materials, for Consultant briefing on PR process and schedule;
  • Team leader for Compensation & Reward team;
  • Track the Local & Regional Pay Review processes across the region;
  • Review, propose, develop and document processes, procedures and complete project initial analysis, in order to support the Pay Review process;
  • Adapt to future developments of FCO Policy and Pay Review process, according to central directives / guidance;
  • Advise HR Hub Managers through Pay Benchmarking process on FCO Pay Benchmarking policy and process, participating in calls and meetings with Posts, as well as any follow up actions;
  • Provide information and interpretation to HR Hub Managers and Posts regarding FCO Pay and Benefits policy and respective guidance;
  • Provide advice to Posts by proposing possible scenarios within the policy, and adapting to Local framework, to facilitate Post decision making on Reward & Benefits, in collaboration with HR Hub Hub Managers.

 

Information Management and Reporting

  • Main lead for MI& Reporting, dashboard production and continuous improvement in performance measurement;
  • Produce and analyse the regular Official KPIs and reports and ad hoc metrics for the HR Hub Management Team and other stakeholders within the region; advise the HR Hub and stakeholders in HRD on metrics creation, development and maintenance for all HR processes, including Recruitment, HR Direct and Pay and Benefits;
  • Prepare presentations and materials for senior leaders in the organisation (ECB, visitors to the Hub, HRD, RMD, etc).

Project Management

  • Drive and manage operational HR projects under Hub Senior Management supervision;
  • Provide status reports and manage stakeholders;
  • Support elaboration of business cases and provide data for recommending decisions;
  • Handle operational bottlenecks;
  • Adjust operation and implement decisions taken at a senior level;
  • Support local pay benchmarking exercises (explain methodology, participate in JEGS, provide assistance throughout the process).
  • Fluent English (both oral and written);
  • 5+ years of experience in Human Resources, Consulting or Compensation-related areas;
  • Project Management experience highly desirable - experience in managing a team and delivering against wide-reaching and complex project goals;
  • Solid experience in Management Information & Reporting;
  • Outstanding interpersonal skills;
  • Ability to work with people at all levels of seniority in an international environment and within a fast paced, results oriented organisation;
  • Able to adapt to a quick changing and evolving policy framework, and present solutions in an autonomous and efficient manner;
  • Excellent collaboration and team leadership skills;
  • Proficient in MS Office applications, particularly strong Excel skills.

This is a permanent full-time contract (35 hours net per week) subject to a 180 days probation period.

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of € 27,861.82 per year gross annual salary paid in fourteen installments, provided that the individual in question is subject to individual income tax (IRS) in Portugal on the employment income in question or, alternatively, is subject to income tax on such income in the UK; plus a monthly meal allowance of 134.00 Euros.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.
