Procurement

The British Embassy in Madrid is part of a world-wide network, representing British political, economic and consular interests overseas. We are seeking to recruit a Procurement and Finance Manager.

Main Roles and Responsibilities:

Procurement:

  • Support the Procurement Officer with invoice processing during peaks and absences;
  • Create and maintain a Spain Network contracts and compliance database;
  • Oversee procurement tenders of up to GBP100k in concert with the FCO’s procurement centre of procurement excellence in Vilnius;
  • Oversee the maintenance of the Spain Network’s Agreed Supplier List to ensure it is tailored to meet operational need.

Finance:

  • Review and improve integrated Accounts and Procurement Info Management processes;
  • Coordinate action to sustain green code of the Spain Network’s financial compliance and performance indicators;
  • Promote and manage a customer focused Procurement and Accounts service for the Spain Network;
  • Support the Accounts Officer with payments processing during surges and absences;
  • Prepare monthly payroll and social security invoices for approval by Corporate Services Manager;
  • Prepare General Ledger journals as required for approval by CSM;
  • Oversee monthly reconciliation of bank transactions;
  • Administer preparation of Embassy bank account signatory documentation and letters of authorisation;
  • Support the Finance Hub in Vilnius with the preparation and maintenance of the Spain Network cash funding profiles;
  • Coordinate subordinate post cash management action and processes;
  • Support the Corporate Services Director in the preparation of pay benchmarking.
  • Fluent written and spoken English and Spanish.
  • Knowledge of formal procurement and accountancy procedures.
  • Demonstrable experience working in a procurement/finance environment.
  • Experience of managing a small team and of stakeholder management.
  • Excellent interpersonal skills, ability to work collaboratively with colleagues in Spain, the UK and Lithuania, and with suppliers.
  • High level of personal organization with attention to detail, strong analytical and problem solving skills.
  • Ability to work at pace and prioritise.
  • Polished IT skills (Outlook, Word and Excel). 
  • A strong understanding of the UK Government’s rules on financial and procurement compliance.
  • Experience in office accounting using corporate ERP systems (e.g. Oracle).

This is a permanent, full-time position, for an annual salary of 31,933 (at B3 EE grade).
