Main Purpose of Job:

Indonesia is an important partner to the UK, with an influential role in regional and, increasingly, global affairs. It is the biggest economy in Southeast Asia and a growing influence in international groupings, including the G20 (which it chaired in 2022) and ASEAN (which it chairs in 2023). Its significance for the UK is clear across multiple political, policy and commercial agendas, noting in particular the context of the UK’s Government Indo-Pacific tilt and increased engagement with ASEAN through our recently achieved “Dialogue Partner” status. 

Indonesia is a crucial country for global climate change action and ambition. Achieving low carbon growth in Indonesia will be globally important in achieving the goals of the Paris Agreement, the SDGs, as well as UK’s ambitions across the global economy for clean and green growth. 

Finance is at the heart of low carbon transition prospects in Indonesia. A low carbon transition in Indonesia must deliver not just for climate but for jobs, infrastructure and economic development. This is a feasible scenario, as demonstrated by the modelling work under Indonesia’s UK-supported Low Carbon Development Initiative. To achieve this scenario requires ambitious reforms to policy and regulation, and significant investment. 

British Embassy Jakarta works in partnership with the Government of Indonesia, and wider Indonesian stakeholders, to advance Indonesia’s low carbon growth agenda. Our work covers public and private finance, energy and infrastructure, environment, cities, trade and investment. On green finance and investment, a substantial part of the UK offer is delivered through the global British Investment Partnerships umbrella.

We are looking for someone to join us who can drive greater impact and relevance for the UK’s engagement with Indonesia on green finance. The role will be based in BEJ’s Low Carbon Development Group but will work closely with other teams, particularly economics, trade and investment. 

The role-holder will provide incisive advice and analysis on topics relating to government financing and public financial management, capital markets and modern financing and investment approaches, to inform BEJ’s programming and diplomacy. They will drive collaboration and synergies on the topic area between BEJ teams, across wider HMG, and with external partners, including development partners. They will seek and pursue opportunities for UK to influence and meet demand, drawing on the full UK offer, including our climate diplomacy networks, ODA programming, trade and investment capabilities, science and technology offer, and influence in the multilateral system.

The role-holder will have a strong understanding of green and/or low carbon financing approaches in developing or emerging economy contexts. The role-holder will need to demonstrate their capabilities in communicating complex technical and policy topics clearly and incisively; working effectively across multidisciplinary teams; and seeing the bigger strategic picture. 

The job scope is likely to include the following topics, though this list is not exhaustive, and the role-holder will be expected to be flexible. It is expected that candidates may have a deeper level of expertise on some of these areas than others: there will be opportunities to learn and develop within this role.

The role-holder will need to understand the political economy and policy context in which financial institutions and instruments operate.

What will the Jobholder be Expected to Achieve:

Technical and policy advice on green finance programmes and initiatives, on the topic areas listed above, including bilateral and centrally managed ODA programmes, multilateral and private sector-led initiatives (eg: GFANZ), climate diplomacy initiatives, and DIT-led market access campaigns [50%]

Lead BEJ engagement, support and influencing on green finance with financial institutions in Indonesia, including Ministry of Finance, OJK, Indonesia Stock Exchange, Bank Indonesia [30%]

Stakeholder engagement [20%]

  • Lead engagement with other Embassies and organisations on green finance, to gather information, influence, and formulate joint approaches.
  • Identifying and leveraging strategic relationships across HMG to further BEJ objectives on green finance, including at regional level (e.g.: Posts in countries with significant green finance and/or Indonesia investment profiles) and in central departments in the UK.
  • Cross-Embassy working supporting more effective information flows and mutual support on green finance, particularly between LCDG, Economics and DIT teams.

At current stage, no direct expenditure managed – they will advise on programmes/expenditure managed by others in BEJ and wider HMG. It’s possible the role in future may manage ODA.

  • Undergraduate degree qualification
  • Strong understanding of finance as relates to climate change and/or sustainability agendas in Indonesia
  • At least six years relevant work experience, of which up to three years may comprise relevant academic qualifications. 
  • Track record of engaging with public sector on green finance

The British Embassy/Consulate offers a competitive remuneration package including:

Normal working hours are 39.5 per week (gross), 7.30am to 4.00pm (Monday-Thursday) and 7.30am to 1pm (Friday). The team operates a ‘core hours’ policy of 1030am to 230pm with individual flexibility around that and we are open to requests to work condensed hours, subject to business need.

Starting 1 January 2023, all Embassy and UKMis ASEAN staff (including PAGS), should work at the office for at least three days a week, with the option of working from home for up to two days per week. Days that are spent out of the office on external calls or work travel won’t count against that limit. Working from home because you are having to self-isolate due to COVID equally wouldn’t count.

Open to permanent residents or those with right to work. Interstate applicants will be required to meet their own travel and relocation expenses. No accommodation or relocation expenses are payable in connection with this position.
