Main purpose of job:

Indonesia’s marine areas are vital to maintaining global biodiversity and mitigating climate change. As the world’s largest archipelagic state, it is home to 14% of the world’s fish and more than half of all known coral species. This biodiversity is protected and enabled by its large and diverse marine habitats, with the second longest coastline in the world and the world’s largest coral reef areas. Indonesia’s vast areas of mangroves – both the largest and most biodiverse in the world – help to keep global warming below 1.5°C through carbon sequestration rates many times that of tropical forests. 

The blue economy and marine resources are also vital for Indonesian development and livelihoods. Around 100 million Indonesians live near Indonesia’s coasts, more than half of Indonesia’s animal protein comes from seafood and the fisheries industry employs around 12 million Indonesian people.

The UK’s development programme in Indonesia has climate and sustainability at its core, with senior ministerial interest across the UK government in working in close partnership with the Government of Indonesia. The purpose of this job is to consolidate and expand the UK Embassy’s work to support the Government of Indonesia’s marine biodiversity, blue carbon and blue economy priorities. 

Roles and responsibilities:

  • Lead engagement on the Government of Indonesia’s marine priorities and plans, including to understand where UK and Indonesia can partner on protecting and restoring Indonesian ecosystems, mitigating blue carbon and supporting marine-based livelihoods.
  • Provide expert technical advice and policy engagement on oceans, blue carbon, fisheries and marine biodiversity and their links with sustainable finance, economic development, gender and social inclusion. 
  • Maintain a good understanding of key policy developments in the UK and identify opportunities for partnership with Indonesia and the wider international community, including multilateral institutions and through the G20.
  • Lead lobbying and engagement efforts on the High Ambition Coalition (HAC), 30x30 initiatives, and the Archipelagic Island States Forum (AIS), encouraging Indonesia’s commitment and participation and facilitating dialogue between Indonesia and HMG in the UK. 
  • Ensure embassy-wide programming and our diplomacy take into account blue carbon and marine biodiversity.
  • Ensure UK oceans-related programming led from London supports Indonesia’s marine priorities. - Lead engagement on the Blue Planet Fund (marine environment grant finance) and COAST (fisheries and aquaculture support), ensuring Indonesia is a beneficiary, programmes deliver results and impact, and UK support is recognised by Indonesian stakeholders.
  • Lead engagement with Ministry of Transport (with LCEI) on reducing emissions from shipping. 
  • Work closely with the Low Carbon Energy and Infrastructure team to identify opportunities for marine energy
  • Provide flexible support to the wider Low Carbon Development Group and British Embassy Jakarta as needs evolve.

Essential on arrival:  

  • At least 3 years experience working in marine biodiversity, marine ecosystems, blue carbon or related fields. Strong technical background in those areas, including proven track record of delivering projects in those fields in Indonesia.  
  • A strong marine-focused network within Indonesia, including with the Government of Indonesia and with relevant non-state actors. 

Desirable: 

•    Experience delivering aid-funded programmes.
•    Experience in international fora and working with international governments and institutions. 
•    A post-graduate qualification in marine-related fields.
