The British Consulate General in Istanbul is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Regional Healthcare and Life Sciences Sector Lead for DIT’s Eastern Europe and Central Asia region (EECAN), to be based in Turkey (Istanbul).

Our aim is to promote British trade and investment across the world which is vital for the prosperity of the UK. DIT brings together policy, promotion and financial expertise to break down barriers to trade and investment in markets across the world to help businesses succeed. It is one of a number of regional sector leadership roles we’re creating to give us more sector specialism to push forward market access work in key sectors where we see the best opportunity to open new markets for UK businesses in sectors of key importance to the region.

Healthcare and life sciences sector is a sector of growth in the region with a number of our larger markets looking to modernise their healthcare infrastructure and delivery. The UK has real strengths in the sector, including being home to the National Health Service (NHS) - the world’s biggest publicly funded integrated healthcare system, and is a global leader in the life sciences e.g. GSK, AstraZeneca. It is a key export sector for the UK (particularly pharmaceuticals), but faces numerous obstacles in our markets from regulatory deficiencies, poor IP protection and outright protectionist practices. There is also a lack of awareness of UK capability. This role will play a key part in helping us to tackle these issues by providing specialist insight/expertise and driving our advocacy work to influence governments to remove these barriers to trade and help to step up our trade promotion activity too across priority sectors and make the most of the opportunities arising from the resolution of market access barriers.

Roles and responsibilities:

  • Lead our approach to the sector in the wider region providing strategic co-ordination across market access and other trade activities in those markets where the sector is a priority;
  • Core duties include working closely with the Regional Hub in Istanbul, where our EECAN Market Access Co-ordinator is based, and with London where our market access and trade policy team is based, to support our teams to identify and tackle market access barriers facing UK businesses in the sector. This will help to build our evidence base around market access barriers;
  • The jobholder will also guide and ensure join up of our trade promotion activity to make this as effective as possible. As our sector expert, s/h will share expertise with colleagues and develop an ‘expertise hub’ for the region;
  • S/he will be required to travel across the region from time to time to assist with work there and improve our understanding of export opportunities and barriers they face;
  • The EECAN sector strategy, which the jobholder will develop and own, will be the framework in which s/he will operate setting out our market access and how these link to trade promotion objectives, along with yearly delivery plans;
  • Ensure robust sectoral governance and performance monitoring is in place. There will be opportunities to travel to our other markets to support and provide coaching;
  • The jobholder may take on line management responsibilities and this will be determined on arrival. As part of the DIT EECAN senior leadership team, s/he will contribute to decisions on resource allocation, strategy and significant management decisions.

  • Fluent level of written and spoken English and Turkish;
  • Min. 5 years' of experience of market access, business development challenges in the Healthcare and Life Sciences sector; 
  • Degree / Bachelors, preferably in life sciences;
  • In-depth understanding of the sector in the home market;
  • Excellent planning, leadership and team working skills;
  • Good analytical skills;
  • Excellent written and oral communication skills.
  • Understanding of the sector in the region;
  • First-hand experience of working to tackle relevant market access barriers;
  • Experience developing business opportunities pipelines.

This is a  fixed-term contract until 31 December 2021, full-time position for 5 working days (36.25 hours net).

The monthly salary for this position is 5,070.18 USD gross C5 level. Please note that staff members are responsible for paying any income tax required by local law.

The successful candidate will be subject to professional background check, security clearance and a probation period of 2 months.
