Main purpose of job:

The role of SIN Korea is to facilitate the development and strengthening of science and technology collaboration between the UK and Republic of Korea at governmental, academic and industry levels. While cooperation in all areas is encouraged and pursued, in recent years joint R&D activity has been typically conducted in the life sciences and medicine, information and communications technology, energy, new materials, and advanced engineering and manufacturing.

Primary role of this position is the management of existing and the development of new bilateral strategic science and innovation relationships between the UK and the Republic of Korea. This involves the use and enlargement of key partnerships with government ministries and agencies, research performing organisations including institutions and universities, and companies in both countries.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Partnership and Project Management and Development: Energy and Automotive (50%)

  • Managing the maintenance of existing and development of new bilateral R&D programmes and projects between the UK and the Republic of Korea.
  • Managing the team’s strategic relationships with government ministries and agencies, research performing organisations and companies in relevant sectors.
  • Supporting and developing partnerships with targeted Korean corporate partners.
  • Supporting the preparation and delivery of bilateral dialogues.
  • Supporting wider Embassy activity on economic diplomacy, trade and investment in relevant sectors.

Korean Science and Technology Policy Analysis (25%)

  • Monitoring of new developments in relevant Korean policy for internal Embassy and British Government distribution.
  • Identifying through analysis and internally communicating the potential opportunities for strategic programme creation based on policy development.

Media Outreach and Communications (25%)

  • Developing a strategy to promote SIN Korea activity in partnership with Embassy Media & Public Affairs Team and UK Science and Innovation Network media plans.
  • Delivering the strategy via Embassy local media channels and communication with UK Government, academic and industry partners.
  • Collaborating with internal Business Environment & Climate Change colleagues on the delivery of energy related internal and external communications.
  • Self-motivation and the ability to deliver to deadlines both individually and as part of a team
  • Evidenced understanding and interest in science and innovation and/or international cooperation
  • Has project and project budget management experience
  • Has customer relationship and event management experience
  • Excellent written and verbal communication skills
  • Standard PC and IT literacy
  • A scientific or engineering education or vocational background, particularly in the energy and/or automotive sectors
  • Knowledge of/experience at related Korean ministries, funding agencies, research organisations or technology companies
  • Experience in inter-governmental relations and/or policy analysis
  • Media outreach experience (e.g. strategic use of social media and promotional content)

The British Embassy in Seoul offers a full range of L&D opportunities, including learning sets, e-learning and face-to-face classes.  Online courses and on the job learning will form the core of the jobholder’s induction into embassy work and these may be enhanced by an additional induction course in the UK.   Every member of staff is entitled to 5 L&D days per year.

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). While some evening work and travel overseas (which might include weekends) and within Korea is required, we promote family-friendly flexible working opportunities, where operational and security needs allow.
