Learning and Development

The Diplomatic Academy Regional Teams are based across the globe. We help provide solutions to the learning and development needs for the UK government overseas. We partner with posts and our colleagues in London to ensure learning is based on performance outcomes and aligned to UK government priorities. We work to ensure that learning activities are designed to best-practice L&D standards and based on solid research, that they are part of learning programmes that are effective in meeting their objectives, and that we are building learning cultures within the workplace.

We work at a fast pace with a high degree of autonomy. We need to be flexible and adept at dealing with change and ambiguity. We need to be skilful at working across cultures and resourceful to ensure we always deliver, even when we meet the unexpected!

The Europe team covers a lot of ground! We partner with more than 50 Posts (about 3500 staff), including some of the most important priority posts in the network. We are looking for a new L&D Adviser to focus on Business Partnering.

This requires an experienced L&D professional with strong consultancy skills (and a sense of humour) to partner with overseas posts and help develop, deliver and evaluate learning strategies that support performance outcomes and the development of learning cultures.

 

Main Duties and Responsibilities

Partner with overseas posts

  • Partner with senior stakeholders and team leaders to identify specific performance outcomes over a 6/12-month period. Help Posts to plan the learning strategy and solutions to meet those outcomes, drawing on all relevant resources, internal and external;
  • Provide a consultancy service to advise on developing a learning culture, empowering and supporting posts to devise their own learning solutions, signposting other L&D opportunities and proactively encouraging engagement with Diplomatic Academy content.

 

Partner with Learning Partners and global Diplomatic Academy team

  • Work with our Learning Partners to help ensure the right learning solutions are developed that meet the needs of the stakeholders, and that solutions are thoroughly evaluated;
  • Work with other Business Partners to ensure a consistent approach to business partnering across the network, that best-practice is shared, and there is a culture of continual improvement in our service;
  • Work with overseas Diplomatic Academy on various global projects;
  • Work with UK Diplomatic Academy team and other stakeholders as required.

Learning Facilitator

  • Facilitate learning sessions both remotely and face-to-face.
  • Excellent communications skills in both oral and written English;
  • At least 10 years experience in learning and development;
  • At least 5 years experience in a consultancy role;
  • Facilitation and presentation skills;
  • Communication skills.
  • Coaching skills.

This is a full-time position of 5 days (35 net per week) for a two year fixed-term contract which may be extended by mutual agreement. Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.

The annual leave entitlement is 21 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.

Monthly salary is RON 8,715 gross. For your information whilst the Emergency Ordinance 79/2017 is in place the job holder will receive a gross monthly compensation bonus of RON 1,734.

In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre.

The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 120 days.
