View Vacancy - Energy Security Adviser (UKR23.630)
The British Embassy in Kyiv is part of a world-wide network representing British political, economic and consular overseas. There is now an exciting opportunity for an individual to join us as an Energy Security Adviser.
This is a role in the Embassy’s Political, Press and Economic Team (PET). Drawing on local contacts and reporting, the job holder will lead on detailed advice for Ukraine, and support the 1st Secretary Energy Policy and 1st Secretary Economic to develop policy recommendations to further UK-Ukraine cooperation on Ukraine’s energy security.
Roles and responsibilities:
N.B. certain elements of the job may change depending on the trajectory of the war and the business needs of the Embassy.
1. Follow and report on local developments in energy sector. Provide policy recommendations, advice and briefings to the Embassy team (up to and including the Ambassador) and across Whitehall (particularly the Foreign, Commonwealth and Development Office, the International Energy Unit, the Department for Energy Security and Net Zero and the Department for Business and Trade). Key issues include:
a. Implications and impact of war on key energy assets and systems, including nuclear power
b. Reform of the energy sector, including state-owned enterprises in line with IMF and EU requirements, and energy system regulation;
c. State of ‘winterisation’ and the resilience of the energy system through winter;
d. Energy import/export, diversification and energy integration with Europe;
e. Recovery and reconstruction of energy infrastructure in a more modern and green way.
2. Develop and maintain a local network – as the key Ukrainian energy focal point in British Embassy Kyiv - of contacts in ministries, government agencies, think-tanks and academic institutions, etc which they can draw on for advice and information;
3.Work across teams, including: the Embassy’s Programme Team to ensure that UK aid is delivering impact in the energy sector; the trade team to support UK businesses vying for commercial deals in the energy sector; the defence team to follow the military situation around key energy assets; and the humanitarian team to support efforts to keep the lights, heat and water running through winter.
• A minimum of 2+ years of experience working for an organisation in a relevant field relating to energy sectors, international organisations, embassies, business or commercial sector;
• BA degree (preferably in climate and energy / business / economy / policy / international relations);
• Proven understanding of Ukraine’s energy sector (candidates are expected to demonstrate this over experience and behaviours answers);
• Ability to engage confidently with stakeholders and colleagues and to work across multiple teams;
• Excellent written and spoken communication;
• Strong organisational skills, including attention to detail;
• IT literacy, including MS Office (Word, Excel, PowerPoint);
• Ability to work independently and on own initiative;
This is a full time and permanent position, of 40 working hours per week including 1 hour per day for lunch.

Staff recruited locally by the British Embassy in Ukraine is subject to Terms and Conditions of Service according to local Ukrainian employment law.
Learning and development opportunities: Political work is currently expected to take up no more than 20% of the role, but depending on the jobholder’s aptitude and interest, there may be opportunities to expand this.
Working patterns: Monday to Friday from 09:00 to 17:00. The embassy operates a hybrid working model, with a mix of in-office and working from home throughout the week.
