This is an excellent opportunity for someone to make a key operational contribution whilst deepening or developing human resources expertise in a prestigious diplomatic mission.

The role involves managing delivery of HR services to staff, and also handling protocol matters, at the British Consulate-General (BCG) in Hong Kong.  

There are two Corporate Services Managers (CSMs) in the BCG.   Each CSM is assigned lead portfolios plus provide resilience support to, and leave cover for, one another. The other CSM leads on the finance and procurement portfolios, and has oversight of estates issues.

The job holders work together to co-manage day-to-day delivery of corporate operations; leading and developing a small but dedicated team providing help and support to staff in the BCG on corporate issues.  The core values of the corporate services team are fairness, transparency, consistency and value for money.  The CSMs are responsible for ensuring the team provide a high quality, timely service in line with these values.

The CSMs report to, and have the opportunity to deputise for, the Head of Corporate Services (HCS).  They also advise senior management at the BCG on delivering corporate policies.  

The ideal candidate will have relevant, transferable HR experience and strong interpersonal skills:

  • self-starter - a responsive, innovative individual who seeks out opportunities to deliver effective change;
  • resilient– able to deal with challenges in a responsive and constructive way;
  • adaptable - willing / able to flex to meet changing operational requirements and take on ad hoc project work.

Roles and responsibilities:

Delivery: 80%

  • Manage delivery of HR services in the BCG, working in partnership with a specialist, regional HR Hub (based in Manila).  This includes:
    • ensuring the effective induction of all staff, both diplomatic and country-based.
    • providing guidance and support to management and staff on HR issues / policies e.g. recruitment/exit, performance management, terms & conditions, medical and wellbeing matters - including COVID-19 related issues etc.
    • ensuring local HR policies uphold the BCG’s commitments to diversity and inclusion, and that they align/comply with central guidance and local labour law.
    • championing learning & development (L&D) at the BCG - acting as secretariat to the post L&D committee;  managing the L&D budget; ensuring compliance with mandatory training requirements etc.
    • proactively generating and leading delivery of new HR initiatives that improve the quality of service and/or add value to BCG operations.
  • Manage the handling of protocol matters on corporate issues. Develop and maintain strong relationships with key contacts in the local administration. Circulate clear, timely updates on developments. 

Policy: 10%

  • Provide advice to HCS and senior management to inform direction of, and decision making on, corporate policies.

Planning: 10%

  • Proactively respond to changing operational requirements, helping flexing team prioritisation. Promote cross-training opportunities to develop resilience.
  • Help instil a continuous improvement mentality within the corporate services team, implement corporate projects and the change management required to deliver them.   

Resources managed: Line management to 1 HR Administrative Officer

  • Relevant, transferable experience or an in-depth understanding of, human resources.
  • Strong people and customer service skills. High level of integrity and discretion.
  • Staff management experience –  or can demonstrate the potential to be a competent / confident line manager.
  • Problem solving and judgement skills.
  • Fluent in spoken and written English and Cantonese
  • A relevant qualification in human resources.
  • Experience working for an international organisation.
  • Change management experience.
