Main purpose of job:

Based in the British High Commission in New Delhi, as member of Regional Procurement Hub team, the Regional Procurement Lead will be responsible for delivery of regional procurement activities for Foreign, Commonwealth Offices (FCDO) across offices in South Asia region, which includes British High Commissions, Deputy High Commissions, Embassies and Consulates in Afghanistan, Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka. The job holder will be responsible for handling procurement of Goods, Services and Works valued above £25,000, supporting the Head of Regional Procurement Hub and Regional Procurement Manager, as well as working with customers and stakeholders across the region, developing and co-ordinating delivery of procurement solutions. The job holder will ensure procurement activities are in line with FCDO Global Category Strategies, are fully compliant with the UK’s Public Contracts Regulations 2015, meets customer requirement and achieve best Value for Money for the FCDO.

ROLES AND RESPONSIBILITIES (What will the jobholder be expected to achieve?)

REGIONAL PROCUREMENT DELIVERY (ABOVE £25K):

  • Working with Customers in the British High Commissions, Deputy High Commissions, Embassies and Consulates in accessing regional procurement requirements;
  • Undertake procurement delivery of Goods, Services and small works requirements above the £25,000 value: co-ordinating with relevel stakeholders to prepare and issue Invitation To Tender (ITT) documentation, evaluation criteria and delivering the recommendation to award based on Public Contracts Regulations.
  • Prepare draft contracts and ensuring procurement delivery abides to the relevant process and the output offers a VfM for the FCDO;
  • To work closely with colleagues at UK’s Embassies and Consulates in the region and Procurement Category Teams in the UK to deliver Procurement activity to a standardised process, proactively seeking opportunities to buy efficiently through common procurement routes or approaches to market and opportunities to aggregate requirements across Posts and other government partners.

PROCUREMENT SUPPORT:

  • To review, report and manage contract and framework use in the region, to act as the Supplier Relationship Manager where appropriate for regional suppliers including resolution of contractual disputes, taking appropriate action to protect the FCO’s interest.
  • Working with customers across the region to provide advice and guidance on low-value procurement (sub-25K) activities.
  • Procurement Spend analysis and preparation of Strategic Procurement Plans.
  • Recordkeeping of procurement activities and decisions with the view to clear the audit and scrutiny.
  • Managing databases of FCDO contracts and proactively planning procurement pipelines.
  • To work closely with the Regional Procurement Head in implementing, managing, delivering regional objectives including management of staff as required.

  • Minimum 4-5 years relevant experience of sourcing Goods, Services and Works for an International organisation or an organisation having Pan-India presence.
  • Proven track record of working to deadlines and meeting targets and some experience of project management and delivery.
  • Flexibility, willingness and ability to adapt to change.
  • Developing as a persuasive presenter, facilitator and negotiator with the ability to influence to support the achievement of Corporate Procurement objectives.
  • Able to monitor / scan external sources of data and intelligence and to pro-actively share relevant information with others in and across the global procurement organisation where relevant.
  • Excellent working knowledge of MS Office-Word, Excel, Power Point, Intra-Internet, e-mail applications etc.
  • Focuses on expected impact and results and responds positively to feedback;
  • Promotes teamwork and shows conflict resolution skills;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates oral and written communication skills;
  • Supports the team in building strong relationships with stakeholders and external actors;
  • High interpersonal skills, and ability to remain calm, in control and good humoured under pressure;
  • Ability to prioritize assignments and requirements, and multitask as needed;
  • Demonstrates openness to change and ability to manage complexities;
  • Demonstrates skills to liaise and work with varied stakeholders especially technical experts.
  • Graduate calibre and/or qualified by experience, ideally with relevant post-graduate or professional qualification (e.g. holds or studying towards MCIPS).
  • Knowledge of EU and UK Public Sector Procurement legislation and regulation would be strong advantage.
  • Experience of working with e-procurement tools/platforms.

For other than BHC candidates, Basic Salary will be INR 68,508 per month together with a 12% provident fund and 6% Superannuation Fund.

No relocation or any other related costs or assistance will be provided.

Please note - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, eg. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
