The British Embassy in Lisbon is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Regional Consular Policy and Prevention Adviser. 

What we are looking for

The role will have two main components:

  • Firstly, to be a key member of cross-Embassy teams in France, Belgium and Germany (consular, political and communications) working on the implementation of the Citizens’ Rights provisions of the various UK-EU agreements (Withdrawal Agreement and Trade and Cooperation Agreement). As part of the teams, you will engage with local authorities to monitor and understand policies in relation to the implementation of these provisions, and in particular to identify and then address those issues which result in difficulties for UK residents in these countries.  To this end, you will focus on preventing consular cases of mis-application, by proactively identifying policy gaps, clarifying policies and communicating information, so that UK nationals in these countries can make informed decisions on their rights (eg on residency, work, healthcare), and help themselves;
  • Secondly, you will contribute to delivery of broader consular prevention work across the region (interventions designed to influence host authorities, partner organisations or others to make it safer for vulnerable British people abroad). 

This is an exciting opportunity for someone with an interest in consular work, UK and EU politics and citizens’ rights.  You will be part of an EU-wide network of consular policy and prevention specialists.  You will be remotely managed; reporting to, and supported by, the Consular Regional Director, based in Brussels. A flexible working pattern can be available for the right candidate.

What will you be expected to achieve?

  • Follow and understand host-country and regional implementation of the citizens’ rights agreements between the UK and the EU, as well as other issues relevant to UK nationals resident in or visiting France, Belgium and Germany.  Use this understanding to produce internal analysis and policy advice to the British Embassy and consulates, and UK-based teams;
  • Use your knowledge and understanding of Withdrawal Agreement and TCA implementation to support UK nationals regarding their rights now that the UK has left the EU, by ensuring timely and accurate information is available and by providing policy support to communications and engagement campaigns;
  • In collaboration with London colleagues, support the development and delivery of citizens’ rights messages for France, Belgium and Germany, through policy advice and expert input into the development of messaging and delivery of the Embassies’ outreach work;
  • Working alongside the Consular Regional Operations Managers (CROM) and Mission teams, contribute to delivery of agreed consular prevention objectives across the region as required. Our prevention activity aims to help British people stay safer overseas. This may include activities designed to prevent incidents from happening in the first place (primary prevention), to prevent them from getting worse when they do happen (secondary prevention, for example, working with host authorities to help them improve the support they offer to survivors of rape or sexual assault or on implementation of the Hague Convention), or to help British people take responsibility for their own safety. 
  • Fluent English and French (both written and spoken, minimum C1 Level for CEFR framework);
  • Knowledge of local governmental structures and decision-making (local and central level) and previous experience or awareness of British and/or local country public sector policy development;
  • Excellent communication, organisational and time management skills;
  • Aptitude to analyse and process complex information quickly;
  • Ability to work independently, as well as part of a diverse team, and build relationships with external stakeholders;
  • Ability to travel as required (Covid-permitting).
  • Experience and understanding of EU law;
  • Knowledge of French, Belgian and/or German residence law and social security coordination rules;
  • Understanding of British consular strategy;
  • Knowledge of German language.

This is a full-time, fixed term contract until 3 March 2023 (35 hours net per week).

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of €42,525.00 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, he / she will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.
