Main purpose of job:

Provide direct support to the Director-Corporate Change to ensure the effective, efficient and compliant delivery of corporate services across the India Network and promote a One HMG culture ensuring a consistent level of customer service across the platform.

Roles and responsibilities:

The Head Corporate Service - Delivery and Compliance (HCS-DC) will be responsible for the effective and efficient provision of corporate services whilst ensuring a consistent level of service delivery as well as full compliance with FCO procedures and practices to over 550 staff from over 17 PAGs using the Delhi Platform and the wider India Network of posts. This is arguably one of the biggest proving grounds for the One HMG CS agenda. Getting it right is both fundamental and crucial to One HMG delivery and the FCO’s reputation. Feedback from One HMG Customer Satisfaction Surveys has been patchy and it is evident that significant improvement is required in terms of both delivery and restoring the FCO’s reputation as an effective platform provider. Managing this complicated agenda of service delivery and compliance to the requirements of the One HMG SLA continues to carry large risks, both reputational and operational.  Ideal candidate will have a solid background in finance, procurement, HR and general management as well as a willingness to learn and develop.

The new enhanced role will also be a key resource in ensuring that Delhi and the India Network plays its role in delivering on the Corporate Capability Programme (CCP) part of the World Class Platform pillar of Diplomacy 20:20. CCP is about looking at and implementing changes to the way that “we do the corporate stuff”. Ensuring that the platform is professional, transparent and secure and that it offers value for money, is easy to use and focuses on the people it serves.

The Head Corporate Services – Delivery and Compliance will be directly responsible for the day-to-day management of a restructured corporate services team but with particular emphasis on Finance, Procurement, HR and resource management in particular Estate stores and supplies. Specifically;

Leadership & HR - Working with the Director of Corporate Change to provide continuous oversight of first class Corporate Services delivery in New Delhi, deputising for the Director Corporate Change as necessary.  Provide leadership support to team leaders of CS team, including performance and talent management; oversee performance management procedures and other HR issues in New Delhi, keep abreast of HR policies; oversee the process of CS recruitment in New Delhi, working with the SAAD Regional HR Hub. Provide employee relations support to the SAAD Regional HR Hub, including liaison with Local Staff Associations.

Finance – Liaise with the New Delhi Finance team and SAAD Regional Finance Hub to ensure we have sufficient resources in place across the India network to deliver India Country Business Plan objectives. Ensure compliance with financial policy and good practices; ensure timely payment of invoices and delivery of high quality monthly financial compliance scores. Work with ONE HMG team in London to ensure all Change Requests are actioned to ensure appropriate level of human and financial resources are available to FCO to provide world-class platform services to PAGs.  

Procurement – Lead and manage the Procurement team for India network to ensure effective and timely sourcing of goods and services   Develop a wide range of senior contacts among our preferred suppliers, to ensure we get value for money and that contracts are well managed. Work with GTPC Manila, 17 PAGs and CSMs at India network posts for effective management of Suppliers including approval of creating new suppliers on Prism and amendment of their bank details as necessary.

Estates – Support Director Corporate Change with oversight of the New Delhi Estates team in respect of effective and safe estate management, with a particular emphasis on health & safety and resource and stores management ensuring that a quality service is maintained and that customer concerns are dealt with effectively. Provide strategic guidance to Estate Manager on improvement of services provided by Estate team including procurement and effective management of human and financial resources allocated to Estate team.

IT – Oversee provisions of high quality FCO IT support to 17 PAGs at New Delhi and India Network ensuring minimum downtime for 10 network posts and more than 900 staff. Provide strategic guidance and support to IT manager to ensure availability of appropriate level of human and financial resources to provide consistently high quality delivery of day-to-day IT support as well as one off projects such as Tech Overhaul.

Security – Work with Post Security team and India network CSMs in effective management of Pan India Contract for Security Guarding. Conduct monthly meetings with service provider to discuss KPI reports for India network posts and provide feedback to ensure quality services delivery as per terms of the contract.

The day-to-day management of a restructured and diverse workforce will require strong leadership as well as experience and clear understanding of change management practices and techniques. The HCS-DC will need to challenge and motivate a large team to get things done. Excellent interpersonal skills and resilience are a must. The ability to communicate effectively is also essential. At times the CSDC will need to convey difficult messages across the network on pay, changes to working conditions, restructuring etc. with authority and empathy.

The HCS-DC decision making will inevitably have an impact on the Corporate Platform’s effectiveness and more widely the FCO’s reputation both with HMG partners and external stakeholders. Day to day responsibility for the successful delivery of corporate services from a restructured team will depend heavily on the CSDC ability to plan, consult and execute a complex programme of work.

Level of language required: Fluent

Working patterns:

Corporate Team has a flexible working pattern but as an internal service delivery team regular remote working is not encouraged.

  • Previous experience of Corporate Service delivery.
  • Experience of working Internationally or for similar International body eg Diplomatic mission, UN etc.
  • Experience of managing high quality HR, Finance, IT, Procurement services.
  • Post graduate qualification in Finance/HR.
  • Professional qualification CIPS or similar.
  • Good Interpersonal skills; patience & resilience.
