The British Embassy in Rabat invites applications for the position of Human Resources and Protocol Manager, job grade Executive Officer (EO).

The jobholder will lead on providing a broad range of HR services to all staff, including recruitment, performance management, learning and development, and reviewing terms and conditions of service, ensuring professional and customer-focused services. They will also oversee protocol services to ensure the smooth arrival and departure of UK Based Staff (UKBS).

The role suits a dynamic team player who is resourceful, resilient, and works well under pressure. The jobholder will report directly to the Head of Corporate Services and work in close collaboration with the Regional HR Hub and Senior Managers at the Embassy. 

 

Duties and responsibilities:

- Human resources management

  • Lead and manage Country Based Staff (CBS) human resources matters in close liaison with the Regional HR Hub, line managers at the Embassy, jobholders, and senior managers. Provide HR advice and support to all staff in line with local labour law and Foreign, Commonwealth and Development Office (FCDO) guidance.
  • Oversee terms and conditions of service for CBS and lead on reviewing and amending it, in close consultation with Senior Management, Regional HR Hub, Head of Corporate Services, Honorary Legal Adviser (HLA), and CBS Representatives to ensure compliance with local labour law and FCDO guidance.
  • Provide HR expertise on recruitment, compensation, labour law, medical, and performance processes as needed. Review CBS employment offers and contracts in collaboration with the Regional HR Hub. Provide support to jobholders, line managers, and senior management on various HR processes, giving advice on options and risks and seeking legal advice if needed.
  • Act as learning and development (L&D) champion. Assess current and future HR policy requirements to enable delivery of the Morocco Network Country Plan, and support the network’s strategic aims on L&D, culture, and values in close consultation with Senior Management. Take forward good management and development of all staff learning and lead on L&D activities.

- Protocol management:

  • Oversee protocol work and ensure an escalation process is in place to address delays in documentation affecting arriving and departing officers.
  • Act as back up Protocol Officer.

- Other corporate activity

  • Update and circulate the Corporate Services Charter, HR policies, and other guidance to all staff. Maintain staff personal files in line with data protection and other requirements.
  • Oversee First Aid arrangements and act as Welfare Manager during crisis situations.
  • Action ad-hoc requests from the Deputy Head of Mission (DHM) or Head of Corporate Services.

Eligibility:

Applicants must have the right to work and live in Morocco.

  • Previous HR management experience, ideally for at least three years. Holds a recognised HR qualification (CIPD, SHRM, or equivalent).
  • Knowledge of Moroccan labour law and its applications.
  • Excellent organisational skills, including ability to organise and prioritise workload, organise records, and meet deadlines and changing priorities whilst maintaining close attention to detail and without compromising the quality of the work.
  • Team player who is capable of working on their own initiative and manage others. Ability to influence others and move toward a common vision or goal.
  • Excellent customer service and interpersonal skills. Demonstrates courtesy and consideration in dealing with all stakeholders. Able to show discretion in handling any sensitive matters, with the trust of all involved.
  • A confident communicator and proven ability to engage at all levels internally and with external stakeholders.
  • Excellent communication skills in English, French, and Arabic, both verbal and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Self-motivated and results driven. Willing to learn and grow in the role.
  • Excellent active listening, negotiation, and presentation skills.
  • Proficiency in Microsoft Office tools (Outlook, Word, Excel, PowerPoint, Teams).

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 25,188 per month. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The package includes a good level of medical insurance, 21 days of annual leave (calculated n pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.

There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.

The contract will be for a full-time employment on a permanent basis, subject to three (3) months’ probation period initially, and can be extended up to another three (3) months.

Conditioned working hours for the position are 38 hours per week. Normal office hours are Monday to Thursday from 08:00-16:15 and Friday from 08:00-13:00.

Flexible working arrangements may be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. Independent working will be tested as a behaviour in interviews.

The Embassy and the FCDO have a strong commitment to learning and development, and all staff are required to agree on a learning and development plan with their line manager to keep track of their learning objectives and journey.
