Main purpose of job:

This position is a dynamic and challenging role in one of the UK’s largest and most high profile embassies. The Embassy requires a Security Liaison Officer (SLO) for the Security Section with immediate effect. Afghanistan is at the forefront of UK foreign policy and you will be an integral part of the security team, responsible for maintaining liaison with a wide range of security contacts from the Afghan National Security Forces (ANSF). In addition, you will provide the security focal point for the Embassy’s large number of local staff. You will also be required to establish a wide network of security contacts within ANSF, NGOs and other organisations. You will occasionally be required to visit certain provinces.  In addition, you will provide translation and interpreter functions for other members of the security team. Key qualities we are looking for are integrity, discretion and trustworthiness

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Establishing and maintaining liaison links with ANSF security contacts, including Chief of Kabul Police, local Police District commanders, Chief of MoI Protocol Police, Head of Presidential Security Team, local Protocol Police Commander, Kabul Mayoral Office, local police commanders;
  • Manage the security clearance process for locally employed staff at the Embassy in direct consultation with FCO Overseas Security Manager (OSM), Afghan Ministries and local Law Enforcement Agencies;
  • Building and maintaining a productive network of security contacts;
  • A broad understanding of the security situation across Kabul, and ability to speak with local contacts to gather information on threats and security issues/plans;
  • Providing the single Point of Contact on all security related matters for local staff employed at the British Embassy Kabul, with an ability to advise on security protocols and reaction to intimidation and threat information;
  • Act as Chairman of a bi-annual local staff security meeting, following a set agenda, and producing minutes of the main points;
  • Dari/Pashto interpretation at meetings and events, and translation of Dari/Pashto documents/notices into English, or vice versa, for Security Section as required;
  • Facilitate threat reporting messaging to all local staff on an as required basis;
  • Other ad hoc tasks linked to security, as required by the members of the BEK Security Department;
  • Delivering security induction briefings and other required security training for locally employed staff at the British Embassy Kabul.

Essential on arrival:  

Experience of security matters and their impact on staff.

  • An ability to work on own initiative and under pressure.
  • Good team player, with personable manner, and a proven track record in building a strong network of contacts.
  • Good verbal communication skills.
  • Excellent interpretation and translation skills.
  • Experience of using Microsoft Word, Excel and Outlook.
  • Applicants must have a clean record with no criminal convictions. The security clearance process to work at the British Embassy will include checks with the Afghan security authorities

Desirable

  • Previous experience of working in an international organisation.
  • Knowledge of Afghan security institutions.
  • Excellent references.

SALARY PACKAGE

 

The Local Staff Terms & Conditions for staff working in the British embassy will apply.

For external candidates, salary will be $2,606.10 (Gross) per month with $100 transport and $125 medical allowances.
