Science and Innovation

The main purpose of the job is to promote science and innovation collaboration between the UK and Malaysia, which promotes prosperity and security, supports the UK’s science strengths, and opens up potential to lead to investment in the UK and opportunities for our businesses.  Outcomes will build on the existing strong partnership and will include joint research; new academic partnerships; and new commercial opportunities for the UK.

The job holder will take on lead responsibility for science and innovation collaboration between the UK and Malaysia. This will involve business planning according to UK priorities and areas of shared interest between the two countries, and designing, arranging and delivering activities that will strengthen the UK science base and support growth and jobs in the UK. The job holder will need to link to related teams in the High Commission, including those working on education, climate change, energy, and development assistance programmes, to ensure complementarity of aims and activities.

The job holder will need to engage influential stakeholders in both Malaysia and the UK, understanding areas of common priority and building support for joint working. The job holder will need to use programme funding, visits, media engagement, and engagement of research funders and performers to meet strategic objectives under priority themes.  

Core elements of the job include:

Business planning and strategy development for the Science and Innovation relationship with Malaysia; bidding for programme funding and other forms of support.  The job holder will build and maintain relationships with stakeholders in the governments and research and innovation systems of both countries.

Programme management: the job holder will leverage programme funding to plan and deliver workshops and missions which will support work on issues which are likely to include health and life sciences, food and agriculture, future cities and polar regions. Actviities in other areas of mutual interest may also be developed as the role evolves.

Public diplomacy: the job holder will plan and deliver campaigns and activities which help to highlight UK science/ innovation/ knowledge strengths, capabilities and priorities. These may involve preparation of media and social media messages and articles, blogs, public lectures, and panel discussions.  

Budget management: manage and report on the S&I programme budgets, spending budgets, contacts, and  events.

Analysis, reporting, mapping: building udnerstanding of Malaysia’s research and innovation strengths and interests; providing analysis and reporting  which informs UK policy and commercial objectives, producing high quality and tailored briefing.


  • A degree, and at least two years professional experience in a relevant field
  • Proven understanding and interest in science and innovation
  • Excellent written and verbal communication skills (the job requires writing high quality briefing, as well as the ability to provide oral briefing to senior stakeholders)
  • Strong stakeholder management skills
  • Project/ programme/ financial management experience
  • Knowledge and experience of Malaysia’s research and innovation system, institutions and priorities
  • Knowledge and experience of the UK’s research and innovation system, institutions and priorities
