The UK Government’s £1.2bn Prosperity Fund aims to promote economic growth in developing countries.  The Prosperity Fund Programme Office in Singapore has oversight and management of four Prosperity Fund Programmes in Southeast Asia (SE Asia) – Low Carbon Energy, Economic Reform, Future Cities, and Healthcare – which are now moving from design into implementation and delivery.  Working across the six biggest SE Asian countries until 2021, these official development assistance (ODA) programmes aim to reduce poverty in the region and create opportunities for international business, including UK companies.

There is an opportunity for a Prosperity Fund (PF) Intellectual Property (IP) Projects Manager to join the Programme Office in Singapore and work on the IP component of the SE Asia Economic Reform Programme (ER Programme). The ER Programme works on improving and developing the overarching business environment (e.g. regulatory reform, transparency) and financial services for international and UK businesses through various change projects.  IP is one of the strategic areas and the jobholder will be responsible for identifying, developing, implementing, and delivering IP capacity building and technical assistance projects to improve the IP legal, best practices, and enforcement frameworks for priority SE Asia countries, and for the whole region. 

The jobholder will work closely with governments of beneficiary countries to identify capability gaps and training needs, develop technical assistance and training curriculums, and implement these initiatives in partnership with the beneficiary governments, internal stakeholders (e.g. colleagues from UK government agencies, British High Commissions and Embassies), and UK businesses. Besides overseeing the IP trainings, the jobholder will also work closely with the Programme Team in Singapore and Programme Teams in each country to ensure IP projects under the IP component of the ER Programme are well-implemented and aligned to programme guidelines and requirements.  The jobholder will work closely with and report to the Regional IP Attaché who is the regional IP policy lead.

The jobholder will have opportunities to apply their IP technical knowledge (e.g. protection, commercialisation, enforcement) and project management skills, and play a key role in building IP capacity and expertise for the beneficiary countries.  The role is full time and may involve some regional travel (flexible).  

This is an exciting and challenging opportunity for the successful candidate to be part of a high profile and strategic UK Government development initiative in SE Asia to improve economic development and trade, and foster deeper relations between the UK and SE Asia. The successful candidate will be based in the British High Commission in Singapore and be part of a worldwide network of 230 Posts representing British prosperity, security, and consular interests overseas. It is a vibrant international organisation committed to diversity and staff development.

We are looking for an energetic and pro-active individual with a keen understanding of IP issues to develop and deliver IP capacity building and technical assistance projects to beneficiary countries.

Main Duties:

  • Research and identify IP problem areas or capability gaps in beneficiary countries for IP training intervention with the aim of improving the IP operating environment for international and UK businesses, while taking into consideration the IP interests and focus areas of beneficiary countries.
  • Develop, market, implement, and deliver IP training projects from inception to end.  Activities include partnering relevant stakeholders (e.g. governments of beneficiary countries, UK businesses, colleagues from UK government agencies and/or British High Commissions/Embassies) to jointly identify training needs and outcomes, and jointly develop the training curriculum; managing the operational/administrative aspects (e.g. source for training venue and trainers, arrange travel and F&B, oversee marketing and outreach) to ensure successful delivery of projects.
  • Work with Regional IP Attaché to build and maintain networks and relations with government officials and policy-makers from beneficiary countries and other stakeholders in SE Asia through organisation of IP dialogues, roundtables, or related events so as to enable the UK to shape the IP debate and thinking in the region.
  • Work with Regional Attaché, PF Programme Teams in Singapore and in the region to help ensure projects under IP component of the ER Programme are well-implemented by external delivery partners (e.g. vendors/contractors) and are aligned to programme guidelines and requirements (e.g. ODA).  Support Regional IP Attaché in overseeing external delivery partners, providing technical guidance and project directions to ensure IP projects under the ER Programme achieve desired outcomes (e.g. improved IP frameworks in beneficiary countries).

The jobholder will be responsible for managing a project budget (£100k – £400k) to deliver IP training and capacity building for beneficiary countries identified. He/she should be familiar with curriculum development and learning concepts and have experience organising and delivering training or related seminars/roundtables from inception to end.

  • At least 3 years experience in developing, implementing, and delivering training or technical assistance programmes/projects, preferably in a regional or international co-operation context.
  • Knowledge of IP and a sense of the IP operating environment and developments in SE Asia (e.g. WIPO International IP systems, IP lifecycle stages and the activities involved).
  • Good project management skills.  Experience working on government projects is an advantage.
  • Good interpersonal skills with a focus on customer service and relationship management.
  • A degree level qualification in any discipline.
  • Excellent written and spoken English.
  • Proficiency in Microsoft Office suite.
  • Creative problem solver with strong initiative and drive.
  • Able to front projects, have quick turnarounds, and work independently and/or as a team.
  • Understanding or knowledge of curriculum development and training.
  • Able to travel occasionally (flexible arrangements).
