Main purpose of job:

  • Provide and maintain excellent customer service via the One HMG platform to all PAGs present at BE Dakar in accordance with the One HMG MoU.
  • Introduce innovative ideas in order to constantly improve customer service, efficiency and effectiveness to ensure a consistently high standard of delivery.
  • Ensure effective reporting on and commercial management of core Corporate Services (CS) functions, insuring value for money, customer satisfaction, as well as compliance.
  • Provide strategic coordination across all hubs and Corporate Services Centres.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Oversight and implementation of all policies relating to finance and budget monitoring and planning, ensuring all KPIs are met, as well as overseeing the effective management of accounts and management returns. Point of contact at Post for RMU and Finance Hub
  • Lead on provision of assistance and strategic guidance to six PAGs present in Dakar (UKBF, CPS, NCA, DFID, MoD, DITI).
  • Lead the delivery of staff engagement policies at Post, working with HMA, DHM, HLA and LESA (Locally Engaged Staff Association) on all overall LE management issues, including review of terms and conditions (TACOS), HR schemes such as medical cover/retirement packages, and leading Post response to staff surveys. Oversight and implementation of HR policies in conjunction with the HR hub and Honorary Legal Advisor (HLA), ensuring compliance with HMG standards as well as Senegalese labour law.
  • Learning and Development Champion at Post working closely with the Diplomatic Academy Regional Team (DART) Africa.
  • Day to day running of the Corporate Services section including line management for Finance, Procurement, HR, Estates and Transport sections.
  • Lead on implementation of Estates policies through Estates team, overseeing all Health and Safety issues, as well as inventory management.

Resources managed (staff and expenditure):

 Management of Embassy budget (GBP 872,480 in 2018-19) and funds (GBP 1,665,000 in 2018-19)

Line Manage 4 officers & countersign for 21 staff; supporting a total of 50 staff (local & UK based)

Language requirements:

 Language: English and French.

Level of language required: Fluent written and spoken (Extensive C2).
