Main purpose of job:

The British Office Taipei is recruiting a Market Access Lead to coordinate work to reduce market access barriers faced by UK businesses in Taiwan, helping them to maximise opportunities for new commercial partnerships.   This is an exciting opportunity for an outgoing, proactive and creative individual to make a real impact on UK-Taiwan trade and investment.

The UK-Taiwan trade relationship has been growing strongly in recent years, with bilateral trade reaching £6.4bn in 2020.  There are growing opportunities in a range of sectors including renewable energy, financial services, pharmaceuticals and food and drink.

The job holder will lead work to identify, analyse, prioritise and address individual market access barriers faced by UK business, working closely the Taiwanese authorities, British firms and UK Government colleagues.  This will include devising strategies to address both short term issues and to influence longer term trade policy and regulatory barriers.

Roles and responsibilities:

Identify, analyse and prioritise market access issues for UK firms in the Taiwan market. Work with Department for International Trade (DIT) and Prosperity Section colleagues in the British Office Taipei, British firms in Taiwan, and UK Government partners in London to identify and analyse the main barriers to trade.  Report key updates to UK and regional colleagues, including through the UK’s new Digital Market Access Service (DMAS) system.

Develop and coordinate the implementation of specific plans to resolve priority barriers.  Work with DIT sector leads in the British Office to design strategies to address barriers, and lead the implementation of these plans in specific sectors.  This will include arranging and preparing for senior level meetings, supporting inbound and outbound visits and events, and project management.  Monitor and report on progress.

Lead on the market access elements of the annual UK-Taiwan trade talks, working closely with the Head of Economic and Prosperity Section and DIT Sector leads.  This will include consulting UK business on priority issues (including running an annual survey in conjunction with the British Chamber of Commerce), working closely with the Taiwanese authorities and colleagues in London on the agenda and logistics, and preparing briefing for the UK Minister.

Develop strong relationships with the Taiwanese authorities and other key stakeholders, identifying important partners including both those who work on trade issues and those who lead on areas of particular interest to British business, for example the Ministry of Health and Welfare, the Ministry of Finance, and the Council of Agriculture.

Work with DIT colleagues in the Asia-Pacific region, taking an active role in building a cohort of market access experts across the region, sharing experience and strategies through regular calls and learning and development sessions.  Feed into regional market access reporting and strategy documents. 

Line-management The job holder will oversee the work and of the Senior Economic Officer who leads on reporting and analysis of Taiwan’s economic developments and trade policy (including WTO issues), as well as countersign for a Prosperity Officer who spends some of their time supporting market access work. 

Resources managed (staff and expenditure):

Line manager of 1 Senior Economic Officer; Countersigning Officer of 1 Prosperity Officer.  Management of market access related Prosperity Fund projects.

Essential on arrival:

  • Strong team work and collaboration skills, including confidence in suggesting new ideas and ways of working
  • Ability to analyse and assess different forms of information, evidence and data
  • Excellent written and verbal communication skills, with the ability to draft high quality written material in both English and Mandarin to short deadlines and to present with confidence to senior stakeholders.
  • Ability to work independently and to prioritise competing demands

Language requirements:

Language: English, Mandarin

Level of language required:  Full proficiency for business usage in both English and Mandarin 

  • Relevant qualification eg in trade law, trade policy, business administration
  • Knowledge/experience of working with or for UK/international companies
  • Experience of working with the Taiwanese authorities or industry associations, in particular on trade issues
  • Experience/knowledge of key sectors, eg energy, agriculture, pharma, tech and/or financial services sectors
  • Experience of running campaigns or overseeing project work
