Main purpose of job:

To provide support to the Regional TWO Manager and Technical Works Officers (TWO’s) in the region specified in the delivery of property related inspections, health and safety audits and estate advisory services.

Roles and responsibilities:

This position would ideally suit a recently qualified engineer who is seeking to widen their experience across a wide range of engineering and health and safety related activities. This position is unsuitable for an engineer who is only looking to work within the sphere of their current expertise. We   would also consider and support a student who is completing an engineering qualification and was willing to continue their studies on a part time basis while in fulltime employment.

The role will be expected to support the team in the following:  

  • Contribute to the delivery of Property Inspections and Property Compliance Assessments, (PCA’S) which may include visits to Diplomatic missions in the region for a period of up to 5 days
  • Drafting of maintenance and minor works specifications according to technical discipline under the direction of the TWO’s
  • In the absence of the TWO’s field technical enquiries referring to the TWO as appropriate.
  • Assist TWO’s in preparing for upcoming  visits, including extracting from FCO databases, previous visit reports, related documents and drawings and issuing to the respective TWO in advance of their visit. Assist with travel and hotel bookings where required.
  • Communicate with post regarding TWO, Projects, Fire, Lift, electrical and Gas inspections, ensuring that post receive in a timely manner all necessary advance information/documentation pertaining to the visits.
  • Review Fire Officer and Lift inspector’s reports, prepare schedules of remedial works and refer to the TWO. Assist in preparing budget estimate for rectification works.
  • Assist the TWO’s with the preparation of fee proposals, maintain a log of all proposals and monitor their progress through the FCO Services Commercial process, bring to the attention of the regional manger any delays
  • As an Information Asset Administrator maintain a drawing and document register
  • Monitoring monthly activity returns submitted by the Technical Works Supervisor (TWS’s) in the region, ensuring works undertaken/forecast align with their role profiles, drawing to the attention of the respective TWO any issues of concern.
  • Monitor the TWO and TWS travel programmes and ensuring that reports are submitted for each completed visit, where necessary follow up with the officers concerned. Maintain a record of all reports issued
  • Monitor the submission of the TWO’s time keeping and MAR records
  • Assist the TWO Regional Manager in maintaining the TWO SharePoint site.

Financial and Commercial Performance

  • To manage process for gathering technical specifications as required to ensure standards requested are appropriate
  • Review fire and lift inspection reports and collate recommendations, seek prices for remedial   works
  • To track the   time sheets for all TWO’s in region to ensure time is accurately captured   including completing own timecard
  • Assist with the preparation of fee proposals, track fees issued and monitor process of fee proposals through the commercial process
  • Be point of   contact for all customer in region, field technical queries and take   responsibility for ensuring customers get an answer
  • Manage visit   programmes for the TWO’s in region including communication with posts
  • Ensure that Pulse tests are submitted as requested by customer Satisfaction team

Processes (Efficiencies and Effectiveness)

  • Manage the Regional SharePoint site to ensure all regional staff are aware of each other’s programmes
  • Maintain statutory records such as HV, Fire, lift, gas and electrical inspections for   posts in region, Liaise with London to ensure that inspections are completed
  • Prepare packs of   relevant information for TWO’s in region prior to visits occurring
  • Assist with planning of Regional TWO’s travel

Learning & Growth

  • To understand the internal requirements of the SLA
  • To undertake FCO and FCO Services training as required
  • To support the team in all areas
  • An Engineering Diploma in either Mechanical/Electrical Engineering or Building/Civil Engineering
  • At least 1 or 2 years operating in a commercial environment
  • Studying to gain an engineering degree as above
  • Ability to use range of Microsoft software packages including Outlook, Word, Excel, Project, Visio and PowerPoint
  • Good organisational skills
  • Strong communicator both oral and in writing
  • Health and Safety knowledge
  • Experience in drafting technical specifications
  • CAD knowledge
