Main purpose of job:

To provide support to the Head of Global Building Compliance and the Head of Operations Asia Pacific for activities relating to the measurement and management of compliance as part of the Facilities Management maintenance contract across the Asia Pacific region.

To lead and take ownership of the audit and compliance activities relating to the FM contract directly by driving activities. This will involve reviewing and validating documentation against agreed standards and process and ensuring that all necessary documentation provided is accurate and compliant to demonstrate that maintenance activities meet the required standards.

You will develop a strong understanding of the contractual and policy requirements which will enable you to conduct regular audits and reviews of the FM service providers performance, to enable you to verify performance against contractual requirements. You will work closely with the service provider to monitor and guide compliance performance and provide the necessary governance is in place on behalf of the FCDO at all times.

You will lead the Authorities’ compliance activity across all aspects of the FM output contract, representing Estate Operations via interactions with external bodies / contractors as well as with internal colleagues and partners and provide guidance and leadership to ensure assurance and governance activities are delivered. 

You will provide technical support to the wider Estate Operations Asia Pacific team members across all aspects of the facilities management contract requirements including planned and reactive activities as well as project works.

Once baseline activities are embedded, to support the wider compliance activity out with the Asia pacific region on the other FCDO FM contractors as required.

Roles and responsibilities / what will the jobholder be expected to achieve?:

The successful candidate will be required to lead on all compliance related activities on behalf of Estate Operations within Asia Pacific FM contracted activities (with wider scope for support outside Asia pacific in future as required).

Activities will include ensuring that all contractual requirements and obligations are being fully met at all times, documentation and information is provided in the correct format, to the correct standard, in a consistent manner and that it is checked and validated. Performing a leading role in the contract wide audit programme, the compliance manager will ensure that the clients’ obligations are being fully discharged as part of the process and introduce corrective measures in a timely manner where necessary.

The successful client will need to be fully conversant with technical standards and associated contractual documentation in order to provide the necessary assurance that the contract is being delivered against the authorities’ required technical standards and all contracted service requirements. They will require a degree of H+S and compliance knowledge and have a wider understanding of the H+S/compliance requirements in the context of FM contract delivered services. The successful candidate will be required to work closely with the service partner to successfully ensure compliance is maintained in a live environment with no detrimental impact on front line services and ensure continued adherence to all standards and policies at all times. 

The successful candidate will be required to provide support and technical advice to the wider Estate Operations team as required, ensuring contract standards and outputs are fully achieved. Where technical challenges are raised, the APAC compliance manager will be required to work autonomously to seek acceptable resolutions to achieve FCDO requirements.

The client operates against a robust suite of property standards and the APAC compliance manager will be required to develop a very strong working understanding of the standards and ensure that the service partner is meeting the requirements fully.

The compliance manager will be expected to operate collaboratively as part of the wider operational team, but will have the necessary autonomy and delegated authority to assert control where failures in compliance are identified. They will report directly to the Global Head of Building Compliance.

Technical/engineering skills are strongly desired, as is experience in the audit and compliance function across contracted services in large-scale facilities contracts previously. Knowledge and experience of H+S and compliance practices is also a requirement.

Travel within the APAC region will be required (when possible).

Resources managed (staff and expenditure): No direct reports but working through commercial service partners and partners at posts.
