Security

Main purpose of job:

Working to the IT & Post Security Manager (IT/PSM) and the Regional Overseas Security Manager (ROSM) the IT & Security Co-ordinator role combines a support and administrative role (70%) with a learning and development role (30%).

The successful applicant will be responsible for providing administrative support to the IT and security management of all mission premises in Shanghai as specified by the IT/PSM or ROSM. In addition, they will take the lead on IT learning and development for staff in the consulate, continually assessing the requirements and offering learning opportunities to staff.

As well as this role primarily being administrative there is an important liaison role at times acting as the interface between a wide range of stakeholders and staff, UK-based and locally-engaged officers, other security personnel and members of the public. The role calls for a confident, articulate person who can project a presence, but also importantly someone who can display empathy and calmness under pressure. Credibility will be important.

Roles and responsibilities / what will the jobholder be expected to achieve?:

    IT and security (70%)

    UK Windows LAN/Telephony support with 100+ staff

    • Respond to support requests for this network working in collaboration with UK Helpdesk to troubleshoot and resolve issues
    • Escalate problems to IT colleagues in the China Network and UK as appropriate
    • Support the IT/PSM with upgrade and maintenance projects as required
    • Keep up-to-date with UK policy and trends (IT security, GDPR, ‘Work Smarter’, etc.)
    • Educate staff on correct policy and procedures, setting an example and promoting compliance
    • Maintain administration records, e.g. inventories and audits

    Local LAN infrastructure support

    • Troubleshoot and resolve hardware and network problems across a range of technology including laptops/desktops, multi-function devices, mobile phones, audio and visual, etc.
    • Manage user accounts and access
    • Keep devices up-to-date (hardware and software)
    • Escalate problems to IT colleagues in the China Network as appropriate
    • Support the IT/PSM in project and maintenance work as required
    • Support staff in setting up meeting rooms for presentations
    • Maintain administration records, e.g. inventories and audits

    Security of the mission

    • Support in the management of mission access and staff passes
    • Liaise with IT/PSM and security guards when needed to identify and rectify security concerns
    • Maintain administration records on security processes and procedures
    • Act as a link between HR and the security team on staff clearances
    • Act as a source of support and information to staff
    • Support in the management and maintenance of CCTV and alarm systems across the mission
    • Keep up-to-date with security policy from the UK and the China Network
    • Record, issue and escalate security incidents and breaches

    Mission Crisis Response

    • Support in maintaining and updating the mission’s crisis management plan
    • Support in maintaining equipment for crisis response

    Learning and Development (30%)

    Take the lead on IT learning and development (L&D)

    Build awareness and capability of the current technology available to staff which includes:

    • Microsoft OS and the Office suite of apps
    • Microsoft Teams, specifically collaborating and hosting successful meetings and events
    • Getting the most out of current hardware such as laptops and VTC/audio visual
    • Developing an awareness of the L&D needs of staff and offer ad-hoc training sessions, 1-to-1 and small to large group training sessions
    • Liaise with the Technology Learning Advisor (TLA) network to promote existing TLA learning events and arrange tailored events for the consulate based on staff requirements

    Essential on arrival:      

    • Knowledge of Windows network systems
    • Fault-resolution and network/application troubleshooting across Windows network environments
    • Knowledge of Microsoft Office and Microsoft Teams
    • Knowledge of viruses, hoaxes, and associated anti-virus programs, resources and avoidance strategies
    • Experienced at helping users get the most out of IT systems

    This position is being advertised as a 12 months fixed term position in Shanghai, and will be extended subject to performance and availability of funding.

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.     Learning and development opportunities (and any specific training courses to be completed):

    The role-holder will complete FCDO required financial system related online trainings, participate in the Science and Innovation Network induction training (now virtually), online training (via Diplomatic Academy) and have the option of completing further training based on their requirements and interests.
