The International Academy Regional Teams are based across the globe. We help provide solutions to the learning and development needs for the UK government overseas. We partner with posts and our colleagues in London to ensure learning is based on performance outcomes and aligned to UK government priorities. We work to ensure that learning activities are designed to best-practice L&D standards and based on solid research, that they are part of learning programmes that are effective in meeting their objectives, and that we are building learning cultures within the workplace.

We work at a fast pace with a high degree of autonomy. We need to be flexible and adept at dealing with change and ambiguity. We need to be skilful at working across cultures and resourceful to ensure we always deliver, even when we meet the unexpected! 

The Europe team covers a lot of ground! We partner with more than 60 Posts (about 3500 staff), including some of the most important priority posts in the network. We are looking for a new L&D Adviser to focus on Business Partnering with overseas posts and working on designing and delivering L&D solutions. 

This requires an experienced L&D professional with strong consultancy skills, experience of designing blended learning solutions and of facilitating both synchronous and asynchronous solutions, online and in-person, from new starts to our most senior colleagues. A good sense of humour will help too! 

Note: we have three ongoing recruitment campaigns for Regional Learning and Development Adviser as the role will be based in either Bucharest, Sofia or Riga.

What will you be expected to achieve?

  • Partner with senior stakeholders and team leaders to identify specific performance outcomes over a 6/12-month period. Help Posts to plan strategic learning strategies and solutions to meet those outcomes, drawing on all relevant resources, internal and external;
  • Provide a consultancy service to advise on developing a learning culture, empowering and supporting posts to devise their own learning solutions, signposting other L&D opportunities, sharing best practices and proactively encouraging engagement with International Academy content;
  • Evaluate the impact of L&D solutions on performance outcomes and maintain management information and data;
  • Design blended learning solutions, liaising with subject matter experts and other stakeholders to ensure designs are fit for purpose, based on robust content, and have the desired impact;
  • Facilitate learning sessions both virtually and face-to-face, across a number of topic areas;
  • Providing ad hoc coaching and advice to stakeholders on learning and change;
  • Community and group moderation skills to lead groups in virtual environments;
  • Work with other International Academy colleagues in other locations on various global projects.
  • Fluency in written and spoken English (minimum C1 level*);
  • At least 3 to 5 years’ experience in learning and development;
  • Knowledge of Organisational Development tools and techniques;
  • Facilitation and presentation skills;
  • Communication and influencing skills;
  • Strong interpersonal skills;
  • Experience in working across a wide range of stakeholders, organisations and cultures with sensitivity and effectiveness.
  • At least 2 years experience in a consultancy role;
  • Coaching and mentoring skills;
  • Formal qualification in L&D or related subject.

This is a full-time, temporary vacancy for up to 24 months (maternity cover) of 35 hours net per week. Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked. 

Due to the nature of HMRC’s work at post, remote working is not an option and the vacancy is for a predominantly office based position. 

The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year. 

Monthly salary is 10161 RON gross. Whilst the Emergency Ordinance 79/2017 is in place the job holder will receive a gross monthly compensation bonus of 2032 RON. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania. The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 45 working days.
