Economic and Prosperity

Main purpose of job:

In this new role, you will support delivery of business environment reform activity in Pakistan, acting as a local project manager for the Prosperity Fund Business Environment Reform Programme, and ensuring effective coordination and engagement across all parts of HMG’s presence in Pakistan. In addition, you will work with FCO, DIT and DFID colleagues to support the implementation of other Prosperity Fund projects in-country as well as the wider Prosperity Strategy for Pakistan.

Roles and responsibilities / what will the jobholder be expected to achieve?:

The UK’s objective in Pakistan a better governed, more prosperous and stable Pakistan playing a constructive role in the region and beyond. This is delivered through the Integrated Development Plan (IDP), and reflects effort across HMG. In Prosperity terms, this means implementing an economic reform programme that delivers economic stability and sets conditions for increased growth, including through trade and investment, and an increase in bilateral trade.

Pakistan’s economy is a story of strong potential, only partially realised.The country is fifth largest in the world by population (207m), but forty-second by nominal GDP ($300bn). Growth has strengthened in recent years, on the back of improved security, fiscal management and power supply. But it remains lower than what the country needs - to move upwards into middle income status, and to absorb a fast-growing population. This role is at the heart of our efforts to boost the Prosperity agenda in Pakistan, making the most of HMG’s significant development, political and security investment.

The Business Environment Programme is supported by the Prosperity Fund established in 2015 with the primary aim of supporting growth in partner countries and thereby reducing poverty. It represents a key component of the prosperity pillar of the UK Aid Strategy, but also uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to nearly 70% of the world’s poor and where the development challenges remain significant. By delivering high impact, multi-year programmes, across high opportunity countries, regions and sectors, the Prosperity Fund will also help create opportunities for international, including UK, business.

Programme administration and logistics support to the programme (50%):

  • Work closely with the implementing partner and the global programme manager in London, to ensure timely and accurate reporting on finances and activities.
  • Regular monitoring of the progress of all programme components to assess progress and timeliness of delivery. Identify challenges, highlight risks and provide solutions to mitigate risk where possible.
  • Work with the implementing partner to monitor and improve the profile of UK support/branding.
  • With the lead advisor, develop a donor coordination group on business environment reform and manage the preparation, organisation and reporting for those meetings.
  • Produce and quality clear and concise project documentation including: submissions, project reports, presentations etc.
  • Develop and update a delivery plan and risk register for the programme.
  • Arrange bi-annual in-country steering board for the programme with involvement from across HMG.

Engagement and influencing on business environment (30%):

  • Support in-country coordination for business environment project, between different parts of HMG at post, ensuring that DIT, FCO, DFID teams provide technical input into the design and implementation of project activities.
  • Communicate progress effectively across post, ensuring that Senior Officials are updated on important developments and invited to key events;
  • Build strong relationships with Boards of Investment, and federal and provincial institutions in support of business environment reform.

Support to other prosperity fund programmes (20%). You will support other prosperity fund leads on programme management, reporting and communication where needed.


Language requirements:

Language: English

Level of language required: Fluent

Essential on arrival: 3 years project management experience, exceptional MS Office skills including Word and Excel, and good verbal communication skills.

Previous work with multilateral development banks, donors, or UK government. Understanding of business environment or economics.

Salary Details:

For BHC candidates, the Local BHC Terms & Conditions will apply.

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 133,046 per month.
