Main purpose of the job:

The Education Advisor (Maternity cover) is a senior-level advisory role at the British Embassy Manila to drive educations policy and programme objectives of the Embassy, working within the Policy and Programme Section (Economic and Social Development team).The role involves multi-sector engagement with a wide range of Philippine educations sector stakeholders in government and private sector, multilateral development organisations and socio-civic organisations. S/he will complete delivery of a multi-year Skills for Prosperity programme focussed on technical and vocational skills development in the Philippines and ASEAN, as well as setting out new multi-year programme ambitions in the space. The role involves close collaboration with the UK Department of Business and Trade and the British Council. 

To support wider Embassy objectives under the UK-Philippine Enhanced Partnership framework, s/he is also expected to support the broader economic and climate country business plan goals, including through cross-area synergies in inclusive economic growth, sustainable development, research, technology and innovation. 

Roles and responsibilities/what will the jobholder be expected to achieve:

The Education Advisor will primarily report to the Head of Economic and Social Development. Within this maternity cover period, s/he is expected to achieve the following:

  1. Deliver the remaining programmatic commitments under the Skills for Prosperity (S4P) Programme, involving national and sub-national activities with multi-stakeholder engagements with Philippine government, private sector, UK agencies, and UN International Labour Organisation.
  2. Lead robust analysis of  workforce skills necessary for economic trajectory to green transition, digital revolution (i.e. fourth industrial revolution), and skills in agriculture sector, including around taking forward inclusive development.
  3. Lead deepening of diplomatic relationship with education and skills stakeholders in the country, in particular with the Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority (TESDA), local government units; as well as industry engagements and multilateral development partners.
  4. Carry out robust analysis and research on development opportunities in the education and skills sector, including research on development partnerships and industry matching opportunities between the UK and the Philippines, working with the British Council, UK education institutions and the Department for Business and Trade.
  5. Support development of the ASEAN Education programme by driving Embassy objectives and Philippine inputs in the multi-year programme design, involving close coordination with Embassy sector leads, regional education leads and other development officers.
  6. Lead coordination at Post for any other arising ODA and non-ODA programmes that involve Education and Skills sector, proactively driving synergies across other sectors like health, economic reform, infrastructure developent, climate and sustainability.

In support of the Embassy’s wider diplomatic and development agenda, the Education Advisor is expected to conduct senior-level engagement with other multilateral organisations, including but not limited to the Asian Development Bank, United Nations group and the World Bank. The engagement may involve taking forward coordination meetings, cross-area analysis on development interventions, and other tasks arising over the cover period.

Essential on Arrival:

  • Qualified to degree level (tertiary)
  • Work experience in developing policy advice/analysis; delivering successful programmes and managing budgets
  • A strong understanding of international development, poverty reduction, inequality and gender issues
  • Strong network of education and wider development sector stakeholders
  • At least 2 to 3 years work experience in the public or private sectors
  • Good programme, contract and financial management skills and experience
  • Background on higher education, TVET and skills sector from having worked in the public/private sector
  • Passion for education, TVET and skills, and a desire to improve education
  • Computer literate, working with Microsoft Windows and able to manage information effectively with available computer systems
  • Excellent working level language skills in English and Tagalog (Filipino), both written and spoken.

Learning and Development Opportunities:

Subject to time and budget constraints, the Education Advisor (maternity cover) may pursue learning and development opportunities to expand knowledge on educations and broader development. As the opportunity arises, informal development opportunities to expand influencing skills and personal impact may be pursued. S/he will be undergoing coaching over the period under the Head of Economic and Social Development, and other members of the Embassy, regional and central teams covering infrastructure, health, education, economic, climate, tech, science expertise. 

Working Patterns:

The Education Advisor will be full time (36 hour work week), with similar flexible working patterns for British Embassy Manila Policy and Programme Section (e.g. half-off weekly) to be discussed with her/his line manager.

Other Information:

Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Manila is subject to Terms and Conditions of Service according to local Philippine employment law.
