Main purpose of job:
The British Embassy Human Rights Officer job is ideal for someone passionate about human rights, with a strong understanding of how change happens in Nepal. The Officer will provide high-quality advice and analysis of human rights issues to the UK Government in Nepal and London and respond to human rights priorities set in London.
The Officer’s purpose is to monitor human rights developments through a strong network of contacts and stakeholders across CSOs, HROs, government, the NHRC, the judiciary etc. The officer will provide advice to the UK government on how it should respond to human rights developments, and design small projects to help the Embassy achieve its human rights objectives. The successful applicant will be joining a small but dynamic political team in a prestigious Embassy environment. The role will give access to senior decision-makers in the UK and Nepali Governments, and requires high levels of autonomy, fluency in English and Nepali, and quality decision-making.

Human rights analysis and advice
Provide timely, high-quality written analysis and advice to the British Embassy/ FCO London/DFID to enhance their understanding of Nepali human rights issues, and how these impact the UK Government’s vision of a stable and prosperous Nepal. Keep up to date with emerging issues through meeting with contacts and suggest key decision makers for the Ambassador and team to meet. Build and maintain an influential portfolio of contacts.
Policy
Influence/encourage Nepali stakeholders to ensure policies and practices are in line with international standards, including on priority areas such as transitional justice, freedom of religion and trafficking/modern slavery. Respond to emerging human rights priorities from the UK Government, and with the Head of the Political Team, work out how the Embassy should respond (recent examples include the Preventing Sexual Violence Initiative (PSVI), Girls Education etc).
Projects
Working with the Head of Political Team, agree priority themes for human rights project work, draft TORs and commission work (usually small projects around £10-30k a year). Deliver strong project management, ensuring the projects are aligned to UK Government priorities, give value for money and deliver as planned.
Coordination
Support the Ambassador and Deputy Head of Mission in contributing towards strong leadership of the international community in human rights issues in Nepal, including through the Human Rights Core Group.
Resources managed:
This position does not currently have line management responsibilities but this could change in the future. The Officer is able to bid to London for funds for small projects (in recent years around £15,000 per annum).
Language requirements:
Language: Nepali, English
Level of language required: Native Nepali speaker, fluent English speaker
Essential on arrival: Five years’ work experience in a relevant field (CSOs, HROs, NHRC, government, Law etc.); BA in a relevant subject (e.g. law, politics, journalism, international relations, development); ability to provide quality, unbiased insight and analysis into Nepal’s human rights situation; clear, concise and informative writing style in English; ability to work independently and handle responsibility; contacts across Nepal’s human rights scene; computer literacy with Microsoft Windows programs.
Desirable: Experience working with Government of Nepal; experience working with foreign diplomatic missions.
SALARY PACKAGE:
For British Embassy candidates, the Local Staff BE Terms & Conditions will apply. For candidates external to the British Embassy, The total annual remuneration package for this position is NPR 1,512,251 + 10% Provident Fund Contribution.
