Estates

Main purpose of job


Network lead on estates matters and procurement/supplier management to ensure a safe and compliant estate and procurement for the One HMG platform. Responsible for health and safety policy and operation at post.
Supervise project works (non FM) and the arrivals and departures process. Liaison between BHC and outsourced FM provider.

Estate Oversight and Governance
• Act as the Australia Network local point of contact for all Estates matters and manage non FM project works at a local level, escalating to the corporate services manager as required.
• Liaise with FM provider, monitor their performance across the Network and address issues with FMCU on behalf of post
• Play active role in Post Housing Committee responding to Estates queries and concerns where appropriate and lead on the arrivals/departure process
• Identify Network estates improvements/ modernisations (residential and office) and prepare the business cases for funding approval.
• Collaborate with Community Liaison Officer and Facilities Management (FM) provider (as needed) to develop and implement a communications strategy for the Australia network that addresses communications to individual officers as well wider network and project communications
• Manage ring fenced maintenance budget for works not covered under the FM contract. Co-ordinate Technical Works
Supervisor maintenance
• Respond to any audit and compliance assessment requests
• Liaison with the Residence on estates projects and procurement
• Update local leadership team on estates matters

Procurement
• Ensure all Australia Network procurement is effectively managed and compliant with global procurement processes and policy, working with the Procurement Hub as necessary
• Conduct benchmarking of FM providers quotations for works outsides scope of core contract to ensure value for money is being obtained
• Act as Australia Network procurement expert and provide guidance and training to staff (including DIT) on procurement processes.
• Identify areas of non-compliance and make recommendations to senior management. Develop improvement plans and monitor progress.

Health & Safety
• Lead on health and safety activities for the Australia Network. Engage with the policy owners and with FM provider to ensure standards are being met.
• Lead on sustainability plans at post to meet global targets.
• Act as Network health and safety co-ordinator. Ensure all SRO responsibilities are discharged in accordance with HSW assurance statements

Team Support
• Deputise for the CSM 4-6 weeks per annum
• Assist other members of the Corporate Services team as required.
• Participate in post crisis activity.

Salary is at AU$73, 686 per annum (paid out monthly), plus 11% superannuation.

Appointment is subject to an AFP records check and UK security clearance.

Open to Australian citizens, permanent residents, and partners/ dependents of UK-based diplomatic staff currently posted in Australia.

Staff recruited locally by the British High Commission and its Consulates is subject to Terms and Conditions of Service according to local Australian employment law.
