Main purpose of job:

To promote the UK’s climate and energy objectives in the media and engage business, local government and civil society groups to encourage greater climate action in Japan supporting delivery of and follow-up to the 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) taking place in the UK in November 2020.

Roles and responsibilities / what will the jobholder be expected to achieve?:

This is a strategic position aimed at increasing awareness of and engagement with climate issues among Japanese society, government (especially local government), media and business throughout the country ahead of and beyond the UK’s hosting of COP26 in November 2020. The jobholder will have an important role in encouraging ambition among these parties, scoping out potential outcomes for COP26, and identifying ways Japan and the UK can partner to tackle climate change. He/she will also lead on communications for this. 

Media and Communications (40%)

  • In collaboration with the Embassy’s media and communications team lead on the design and implementation of the UK government in Japan’s climate change and COP26 media strategy.
  • Promote and analyse climate change and energy policy discussions on social media and on other platforms/in other publications and use to shape our interventions.
  • Establish and nurture relations with a range of media contacts which delivers media content in line with UK objectives.
  • Identify and arrange public speaking opportunities and shape content for these.

Outreach/Advocacy to business, local government and civil society (40%)

  • Develop networks and relationships with business, local government and civil society organisations throughout the country.
  • Engage both progressive and more traditional business groups on climate change, emissions reduction, decarbonisation and responsible investment. Encourage strong decarbonisation business models in line with COP26 business engagement goals.
  • Develop and deploy narratives which challenge business groups’ and utilities’ high carbon business models.
  • Cultivate a network of civil society organisations in Japan working on climate change and decarbonisation. Identify opportunities to work together to deliver shared objectives and take these forward.
  • Engage local governments on setting and developing ambitious emissions reduction targets and transitioning to low carbon societies, and showcase UK experience. Establish links and partnerships between relevant parties in the UK and Japan to support delivery of targets.

Visit/event planning (10%)

  • Design and organise events, official visits to and from Japan, and projects which reinforce UK climate change and energy objectives. 

Policy Support (5%)

  • Support Senior Policy Officer to monitor and report on Japanese policy and engage Japanese government on UK policy objectives.

Corporate (5%):

  • Take on a corporate task that delivers wider embassy objectives, proactively working with members of other teams.
  • Take on and prepare for a crisis role.

Any other information (or specific local Post requirements):

The jobholder will oversee a support officer so some management experience would be useful. He/she will also work as part of a wider Energy/Climate team working out of the Embassy and Consulate-General, and in collaboration with our media and communications team. As this job is responsible for cultivating relationships throughout Japan some travel will be necessary.

  • The British Embassy offers comprehensive learning and development opportunities that will be fully available to the jobholder. We regularly run both work area specific training, as well as more general skills development in project management, finance, and leadership. Each year the job holder will be encouraged to use 5 development days to pursue job related and personal development goals.
  • All staff are required to take a role in the embassy’s crisis preparation and response. Full training will be provided for this and regular opportunities will be available to test and develop your skills.

This position is a 1 year contract with possibility of renewal until 31 March 2022

  • Fluent written and spoken Japanese and business-level written and spoken English or vice versa
  • Bachelor’s Degree in a relevant field and/or
  • A minimum of 2+ years of experience working for an organisation in a relevant field, for example, working in media/comms, for an NGO, for/with national or regional government, international organizations or agencies, preferably in climate change or other area of social or environmental policy.
  • Understanding of international climate change policy.
  • Excellent communication and interpersonal skills.
  • Excellent networking skills

  • Knowledge or experience of project management and relevant skills.
  • Master’s Degree in a relevant field.
